Job Overview: The Administrative Support Officer will work under the direct supervision of the Program Support and Liaison Officer and in coordination with relevant units of the IOM Mali Office. The incumbent will be responsible for supporting the Program Support and Liaison Unit within IOM Mali. This role involves a variety of administrative tasks that require close liaison with various organizational units and external parties to initiate requests, obtain necessary approvals, and monitor administrative actions. The officer will provide administrative and coordination support to the project development and liaison processes of the mission, working closely with the Program Support and Liaison Officer. Additionally, the officer will assist in the internal approval process for concept notes, project proposals, project revisions, and donor reports on IOM's PRIMA system. The role also includes drafting routine correspondence related to project and program coordination and external liaison, particularly with government counterparts, in accordance with established guidelines. The officer will prepare, update, and consolidate data on program implementation and reporting, maintaining accurate and up-to-date records of all correspondence, project development files, and reports with donors and the government, as well as related information and strategic trackers for the mission. Furthermore, the officer will contribute to the preparation of visibility documents and other resource mobilization materials in coordination with relevant units of the mission and support the Communication Unit with its administrative and logistical needs. The officer may also be assigned other necessary tasks as required.
Duties and Responsibilities:
Support the administrative tasks of the Program Support and Liaison Unit, involving close liaison with various organizational units and external parties to initiate requests, obtain necessary approvals, and monitor administrative actions.
Provide administrative and coordination support to the project development and liaison processes of the mission, in close collaboration with the Program Support and Liaison Officer.
Assist in the internal approval process for concept notes, project proposals, project revisions, and donor reports on the IOM PRIMA system.
Draft routine correspondence within the mission on issues related to project and program coordination and external liaison, especially with government counterparts according to established guidelines.
Prepare, update, and consolidate data on program implementation and reporting, including periodic reports.
Maintain accurate and up-to-date records of all correspondence, project development files, and reports with donors and the government, as well as related information and strategic trackers for the mission.
Contribute to the preparation of visibility documents and other resource mobilization materials in coordination with relevant units of the mission.
Support the Communication Unit with its administrative and logistical needs.
Perform any other necessary tasks that may be assigned.
Required Qualifications:
University degree in political or social sciences, development economics, or management with 3 years of experience, or a Bachelor’s degree with 5 years of professional experience in project development and migration.
Accredited universities are those listed in the UNESCO World Higher Education Database.
Experience working with various stakeholders (government, NGOs, beneficiaries) and adapting behavior to the specific needs of at-risk and vulnerable individuals or personalities in positions of responsibility.
Good knowledge of national and international migration issues.
Professional experience in a United Nations agency would be an advantage.
Educational Background: The position requires a university degree in political or social sciences, development economics, or management. Alternatively, a Bachelor’s degree with significant professional experience in project development and migration is acceptable. The educational qualifications must be from accredited universities recognized in the UNESCO World Higher Education Database.
Experience: The candidate should have a minimum of 3 years of relevant work experience with a university degree or 5 years with a Bachelor’s degree. Experience should include working with various stakeholders, including government entities, NGOs, and beneficiaries, and adapting to the specific needs of vulnerable populations. Familiarity with national and international migration issues is essential, and prior experience in a United Nations agency is considered an asset.
Languages: Proficiency in French is mandatory, with a good command of English at an intermediate level. Knowledge of any other local language would be an asset. The IOM’s official languages are English, French, and Spanish, and proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments.
