Job Overview: The Communication and Liaison Officer will play a crucial role in consolidating the communication and liaison functions within IOM Mali. This strategic position is responsible for coordinating institutional communication and managing relationships with the government and national partners. The officer will be expected to provide technical contributions to integrate migration into strategic frameworks and analyses, monitor political and sectoral developments related to migration and development, and facilitate communication with authorities and partners. Additionally, the officer will support the United Nations Network on Migration and assist in producing technical notes to integrate migration issues into public policies. The role also involves implementing the communication strategy, producing various content types, managing digital platforms and social media, and maintaining relationships with media and influencers. The officer will supervise communication assistants, contribute to internal planning, and organize training sessions. Furthermore, the officer will support strategic communication planning, ensure the quality and compliance of communication products, and monitor media coverage related to migration.
Duties and Responsibilities: The duties and responsibilities of the Communication and Liaison Officer include:
Liaison and Migration Governance Functions: - Provide technical contributions to support the integration of migration into analyses and strategic frameworks. - Monitor political and sectoral developments related to migration and development. - Liaise with authorities and partners. - Support the coordination of the United Nations Network on Migration. - Identify project opportunities and analyze donor priorities.
Institutional Communication, Media, and Visibility Functions: - Implement the communication strategy. - Produce content such as press releases, articles, success stories, reports, and project briefs. - Manage digital platforms and social media. - Produce or oversee the production of multimedia content. - Maintain relationships with media and influencers. - Supervise visibility materials. - Support communication for donor-funded projects.
Team Management and Internal Coordination: - Supervise communication and liaison assistants. - Contribute to internal planning and message coherence. - Organize internal training sessions (press, donor visibility). - Manage communication archives.
Support for Strategic Communication and Reporting: - Support annual planning and strategic communication priorities for the mission. - Verify the quality, coherence, and institutional compliance of communication products. - Draft or revise communication elements integrated into reports and official documents. - Contribute to showcasing project results through data, testimonials, and success stories. - Prepare accessible technical messages for diverse audiences. - Monitor media coverage and report to the supervisor on narrative trends related to migration. - Support project teams in their visibility needs and donor requirements. - Contribute to monitoring and analyzing the impact of communication actions (digital, press, public).
Other: - Perform any other assigned tasks.
Required Qualifications: The required qualifications for the position include: - A Master's degree in Communication, International Relations, Political Science, Development, Migration, or a related field, or a Bachelor's degree with at least two years of relevant experience in the field. - Experience in institutional communication and media relations. - Experience in coordination with authorities, UN agencies, NGOs, and technical and financial partners (PTF). - Experience in migration governance or inter-agency mechanisms. - Experience in team supervision is preferred. - Excellent writing skills. - Project management experience is an asset.
Educational Background: Candidates must possess a Master's degree in Communication, International Relations, Political Science, Development, Migration, or an equivalent field. Alternatively, a Bachelor's degree with a minimum of two years of relevant experience in the field is acceptable.
Experience: Candidates should have experience in institutional communication and media relations, coordination with authorities, UN agencies, NGOs, and technical and financial partners. Experience in migration governance or inter-agency mechanisms is also required, along with preferred experience in team supervision. Strong writing skills and project management experience are considered advantageous.
Languages: Fluency in French is mandatory, with an intermediate level of English required. Proficiency in any other local language would be considered an asset.
Additional Notes: The position is subject to funding confirmation. Employment will be contingent upon certification that the candidate is fit for the intended position and verification of residency status, visa, and permits by the relevant government, if applicable. Only candidates residing in the country of assignment or in a neighboring country will be considered. Legal residency in the country of assignment or in a nearby country, along with a work permit if necessary, is essential for this position.
