Job Overview:
The Consultant(e) national(e) spécialiste en communication will provide technical support to the Ministry of Promotion of Women, Children and Family (MPFEF) and UN Women. The primary responsibility will be to develop a comprehensive communication plan that includes radio and television spots aimed at encouraging women's participation and promoting gender equality within the context of institutional and administrative reforms. The consultant will work under the general supervision of the MPFEF and UN Women, specifically under the technical supervision of the Coordinator of the Governance and Women's Leadership Unit at UN Women. The role requires the production of various communication materials, including a media campaign plan, radio spots in multiple languages, and television spots, all designed to enhance citizen engagement and promote peaceful voting while highlighting the progress made in gender equality.

Duties and Responsibilities:
The consultant will be responsible for the following tasks:
  • Develop a communication plan for a media campaign to encourage women's participation and promote gender equality in the context of institutional and administrative reforms. This plan should include the production of radio spots, television spots, posters, banners, flyers, awareness brochures, stickers, T-shirts, caps, notebooks, and pens.
  • Produce eight types of radio spots in various languages (French, Bamanankan, Bomou, Fulfulde, Khassonké, Soninké, Sonrhaï, Tamasheq), each lasting a maximum of 60 seconds, promoting citizen participation and peaceful voting.
  • Produce eight types of television spots in the same languages, also lasting 60 seconds, focusing on citizen engagement and the role of women in governance and electoral processes.
  • Validate scripts for both radio and television spots in collaboration with the project team, ensuring clarity, professionalism, and appeal to the target audience.
  • Ensure that all produced materials align with the visual identity of UN Women and the project PAREM, maintaining consistency in branding.
  • Deliver all final products in specified formats, ensuring quality and accessibility for future use by UN Women.

Required Qualifications:
The position requires a university degree in communication, audiovisual production, or a related field. The consultant should be a specialist in video production with at least five years of experience, including proven experience in recording, mixing, and sound post-production. A minimum of five years of experience in managing similar projects is essential. The consultant should have a high level of professionalism with at least three years of demonstrated experience in understanding and analyzing gender dynamics. Strong reporting skills with the ability to produce clear reports and strategic recommendations in French are required. Experience working with the MPFEF, the UN system, or other international organizations will be considered an asset.

Educational Background:
Candidates must possess a university degree in communication, audiovisual production, or a related field. This educational background is critical for understanding the complexities of communication strategies and media production, particularly in the context of gender equality and women's empowerment initiatives.

Experience:
The consultant should have a minimum of five years of relevant experience in communication and media production, with a strong emphasis on gender issues. Experience in managing projects similar to the one outlined in this job description is crucial, as is a proven track record of producing high-quality audio-visual content that engages and informs the public about gender equality and women's rights.

Languages:
Fluency in written and spoken French is mandatory. Knowledge of other national languages would be an asset, as would proficiency in any of the United Nations languages. This linguistic capability is essential for effectively communicating with diverse audiences and ensuring that the produced materials resonate with the target demographic.

Additional Notes:
The contract duration is set for 20 days, during which the consultant will work both from home and at the UN Women office in Bamako, depending on the requirements of the Governance Unit. The consultant is responsible for obtaining their own medical insurance for the duration of the contract, which should include coverage for COVID-19 related illnesses. The consultant will maintain ongoing coordination with the supervisor to ensure effective execution and development of the requested products. The evaluation of the consultant's performance will be based on the timely submission of deliverables, the quality of work, and the achievement of expected results.
