Job Overview:
The position of Consultant(e) national(e) spécialiste en communication involves providing technical support to the Ministry of Promotion of Women, Children, and Family (MPFEF) and UN Women in Mali. The consultant will be responsible for developing a comprehensive communication plan aimed at encouraging women's participation in electoral processes and promoting gender equality within institutional reforms. This role requires the creation of various media content, including radio and television spots, to effectively communicate the objectives of the gender integration roadmap launched by the authorities in February 202
  • The consultant will work under the supervision of both the MPFEF and UN Women, ensuring that all communication materials align with the overarching goals of the project and resonate with the target audience. The consultant is expected to engage in a collaborative process with stakeholders to ensure the successful implementation of the communication strategy, which is crucial for the empowerment of women in Mali during the electoral process and beyond.

Duties and Responsibilities:
The consultant will undertake several key responsibilities, including:
  • Developing a detailed communication plan that outlines strategies for a media campaign aimed at increasing women's participation in electoral processes and promoting gender equality.
  • Producing eight radio spots in various local languages (French, Bamanankan, Bomou, Fulfulde, Khassonké, Soninké, Sonrhaï, Tamasheq) that promote civic engagement and peaceful voting, while highlighting advancements in gender equality.
  • Creating eight television spots that similarly promote civic engagement and the role of women in governance and electoral processes.
  • Collaborating with the project team to validate scripts and ensure that all content is culturally relevant and linguistically accurate.
  • Ensuring that all produced materials are of high quality and meet the technical specifications required by UN Women for broadcasting and archiving.
  • Providing a final report detailing the creative approaches taken, challenges encountered, and recommendations for future initiatives.
  • Maintaining ongoing communication with supervisors to ensure alignment with project goals and timely delivery of outputs.

Required Qualifications:
Candidates must possess a university degree in communication, audiovisual production, or a related field. They should have at least five years of experience in video production, including recording, mixing, and sound post-production. A proven track record of managing similar projects is essential, along with a minimum of three years of demonstrated experience in gender analysis and understanding gender dynamics. Strong reporting skills with the ability to produce clear and strategic recommendations in French are required. Experience working with the MPFEF, the UN system, or other international organizations will be considered an asset. Candidates should also demonstrate a high level of professionalism and the ability to work collaboratively with diverse stakeholders.

Educational Background:
The educational background required for this position includes a university degree in communication, audiovisual production, or a related field. This educational foundation is crucial for understanding the complexities of communication strategies and media production, particularly in the context of gender issues and electoral processes.

Experience:
The consultant should have a minimum of five years of relevant experience in video production and project management. This experience should include a strong focus on gender issues and the ability to analyze and understand gender dynamics within the context of institutional reforms and electoral processes. Previous experience working with governmental or international organizations, particularly in the area of gender equality, will be highly advantageous.

Languages:
Fluency in written and spoken French is mandatory for this position. Knowledge of other national languages would be an asset, as would proficiency in any of the UN languages, which would enhance the consultant's ability to communicate effectively with diverse stakeholders and audiences.

Additional Notes:
The contract duration is set for 20 days, during which the consultant will work both from home and at the UN Women office in Bamako, depending on the requirements of the Governance Unit. The consultant is responsible for obtaining their own medical insurance for the duration of the contract, including coverage for COVID-19 related illnesses. The organization will not cover any additional costs beyond the agreed remuneration for services rendered. The consultant will be evaluated based on their performance, including the quality and timeliness of deliverables, adherence to the terms of reference, and their understanding of gender issues.
