Job Overview:
The National Consultant for Project Concept Development for the PIP NDC Acceleration project is tasked with developing project concepts that align with the goals of the Nationally Determined Contributions (NDCs) under the Paris Agreement. This role involves collaborating with various stakeholders to ensure that the project concepts are feasible, sustainable, and impactful. The consultant will be expected to conduct thorough research, engage with local communities, and utilize data to inform project design. The position requires a deep understanding of climate change policies, project management, and the specific context of Indonesia's environmental challenges. The consultant will work closely with UNDP and other partners to ensure that the project concepts are aligned with national priorities and international commitments.

Duties and Responsibilities:
  • Conduct comprehensive assessments of existing project frameworks and identify gaps in the current NDC implementation strategies.
  • Engage with stakeholders, including government agencies, NGOs, and local communities, to gather insights and feedback on project concepts.
  • Develop detailed project proposals that include objectives, methodologies, timelines, and budget estimates.
  • Ensure that all project concepts are aligned with UNDP's strategic priorities and the Sustainable Development Goals.
  • Prepare and present reports on project concept development progress to UNDP and other stakeholders.
  • Facilitate workshops and meetings to discuss project concepts and gather input from various stakeholders.
  • Provide recommendations for improving project design and implementation strategies based on stakeholder feedback and research findings.
  • Collaborate with other consultants and experts to ensure a multidisciplinary approach to project development.

Required Qualifications:
  • Proven experience in project development, particularly in the context of climate change and sustainable development.
  • Strong analytical skills and the ability to synthesize complex information into actionable project concepts.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Familiarity with UNDP's operational procedures and guidelines is an advantage.
  • Ability to work independently and manage multiple tasks effectively under tight deadlines.

Educational Background:
A Master's degree in Environmental Science, Development Studies, Project Management, or a related field is required. Additional certifications in project management or climate change policy would be beneficial.

Experience:
A minimum of 5 years of relevant experience in project development and management, particularly in the areas of climate change, environmental sustainability, or related fields. Experience working with international organizations or government agencies is highly desirable.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in Bahasa Indonesia is highly desirable, as it will facilitate communication with local stakeholders and enhance project relevance.

Additional Notes:
The position is for an individual contractor and is expected to last for 24 working days within a 3-month period. The consultant will be required to submit proposals directly through the UNDP supplier portal. This role is part-time and may involve remote work, depending on the consultant's location and the nature of the tasks. Compensation will be based on the consultant's experience and the complexity of the project concepts developed.
