Job Overview: The Economic Affairs Officer will play a crucial role in the implementation of the Financing Energy Transition (FET) activities as part of ESCAP's broader efforts to address climate finance and development finance issues in the Asia-Pacific region. This position involves providing substantive backstop for the FET activities, which includes developing concept notes, briefing papers, and other materials for engagements at national, regional, and global levels. The officer will coordinate the Financing Energy Transition workstream, ensuring effective communication and collaboration among project team members and stakeholders. The role also requires fostering internal and external relations with government counterparts and development actors to promote the objectives of the FET workstream. The officer will be responsible for project management, monitoring and evaluation, and knowledge management across various MPFD programmes and projects related to climate finance. The position demands a strategic approach to enhance ESCAP's project outcomes and to address the barriers to energy transition financing identified in previous reports.
Duties and Responsibilities: The Economic Affairs Officer will have a comprehensive set of duties and responsibilities, including:
Providing substantive backstop for the implementation of FET activities, offering strategic advice to the project manager, and delivering analysis on Energy Transition Financing in Asia and the Pacific.
Developing briefing papers and analysis to improve the integration of climate finance into the Addis Ababa Action Agenda.
Coordinating the Financing Energy Transition workstream, including developing project management trackers, leading capacity-building workshops, and managing deliverables.
Fostering relationships with government and other stakeholders to promote the Financing Energy Transition workstream.
Contributing to project management, monitoring and evaluation, and knowledge management across various MPFD programmes.
Participating in regular project team meetings and collaborating with other development partners.
Undertaking additional tasks as directed by the Economic Affairs Officer.
Required Qualifications: The position requires an advanced university degree in economics, finance, international relations, or a related field. Candidates must have at least 2 years of experience in policy analysis, project management, and analytical work related to financing for development. Demonstrated experience in organizing international meetings, conducting research, and drafting policy papers and capacity development materials is essential. The candidate should possess strategic advisory skills and policy analysis expertise in development finance, climate finance, and sustainable development. Experience in energy transition financing and stakeholder engagement with member States, governments, NGOs, and international organizations is highly desirable.
Educational Background: Candidates must hold an advanced university degree in economics, finance, international relations, or a related area. This educational background is critical for understanding the complexities of financing for development and energy transition issues.
Experience: The position requires a minimum of 2 years of relevant experience in policy analysis, project management, and analytical work focused on financing for development. Candidates should have a proven track record of organizing international meetings, conducting research, and drafting policy papers and capacity development materials. Experience in providing strategic advice and policy analysis on development finance and climate finance is essential, along with a background in energy transition financing.
Languages: Fluency in English is mandatory for this position. Additionally, knowledge of Indonesian, Filipino, and/or Vietnamese is considered desirable, as it would facilitate communication and collaboration with stakeholders in the region.
