Job Overview: The National Consultant for the 7th OP SGP Project Terminal Evaluation is tasked with evaluating the outcomes and impacts of the 7th Operational Phase of the Small Grants Programme (SGP). This position requires a comprehensive understanding of project evaluation methodologies and the ability to assess the effectiveness of the SGP in achieving its objectives. The consultant will work closely with UNDP and other stakeholders to gather data, analyze project results, and provide recommendations for future programming. The evaluation will cover various aspects of the project, including its relevance, effectiveness, efficiency, impact, and sustainability. The consultant is expected to deliver a detailed report summarizing findings and insights gained during the evaluation process.
Duties and Responsibilities: The consultant will be responsible for the following duties:
Conducting a thorough evaluation of the 7th OP SGP Project, including reviewing project documents, reports, and relevant data.
Engaging with stakeholders, including project beneficiaries, local communities, and government representatives, to gather qualitative and quantitative data.
Assessing the project's impact on local communities and ecosystems, including social, economic, and environmental dimensions.
Preparing a comprehensive evaluation report that includes findings, conclusions, and actionable recommendations for future projects.
Presenting the evaluation results to UNDP and other stakeholders in a clear and concise manner.
Ensuring that the evaluation process adheres to UNDP's evaluation standards and guidelines.
Required Qualifications: Candidates must possess the following qualifications:
A strong background in project evaluation, particularly in the context of environmental and sustainable development projects.
Proven experience in conducting evaluations for international development projects, preferably with UN agencies or similar organizations.
Excellent analytical skills and the ability to synthesize complex information into clear and actionable insights.
Strong communication skills, both written and verbal, with the ability to present findings to diverse audiences.
Familiarity with the Small Grants Programme and its objectives is an advantage.
Ability to work independently and manage time effectively to meet deadlines.
Educational Background: A minimum of a Master's degree in a relevant field such as Environmental Science, Development Studies, Social Sciences, or a related discipline is required. Additional certifications in project management or evaluation methodologies will be considered an asset.
Experience: The position requires a minimum of 5 years of relevant professional experience in project evaluation, particularly in the areas of environmental sustainability and community development. Experience working with UNDP or similar international organizations is highly desirable. The consultant should have a proven track record of successfully completing evaluations and delivering high-quality reports.
Languages: Fluency in English is mandatory, both written and spoken. Proficiency in Bahasa Indonesia is highly desirable, as it will facilitate communication with local stakeholders and enhance the evaluation process. Knowledge of additional languages relevant to the region may be considered an asset.
Additional Notes: This position is for a fixed-term contract of 30 working days within a period of 3 months. The consultant will work remotely but may be required to travel within Indonesia for stakeholder consultations and data collection. The role is classified as an individual contractor position, and compensation will be based on the consultant's qualifications and experience.
