Job Overview:
The WASH Officer- PHE position is crucial for ensuring the effective planning and quality implementation of WASH activities in internally displaced persons (IDP) sites and host communities in the contested areas of North Western Ethiopia. The officer will work under the supervision of the WASH Coordinator and will be responsible for providing technical support in developing and implementing WASH programming, including infrastructure and construction activities. The role involves collaborating with other project officers and assistants to ensure timely delivery of quality WASH programs. The officer will assist in the overall planning and design of future projects, ensuring that they meet the needs of the communities served. The position requires a proactive approach to problem-solving and a commitment to promoting safe WASH practices within the communities.

Duties and Responsibilities:
The WASH Officer will have a comprehensive set of duties and responsibilities, including but not limited to: ensuring adherence to organizational policies and guidelines; implementing delegated support functions according to the action plan; preparing and developing status reports as required; maintaining proper filing of documents; promoting ideas for improvement; conducting needs assessments and baseline studies; collating data from WASH technical assistants; advising on capacity building needs; facilitating community involvement in WASH infrastructure design and delivery; supervising construction activities; preparing plans, designs, and specifications for WASH infrastructure; managing project timelines and budgets; conducting site assessments; coordinating with community leaders; providing technical assistance during implementation; preparing progress reports; liaising with other sectors and agencies; and representing the organization in WASH meetings.

Required Qualifications:
The position requires a minimum of 3 years of experience in monitoring and supervising WASH construction projects. A university degree in Water Supply and Sanitation Engineering, Hydraulic Engineering, Water Resource or Environmental Engineering, Civil Engineering, Construction Technology and Management, or a directly related field is essential. Candidates should possess strong knowledge and experience in engineering and construction processes, including tendering and monitoring of construction sites. Previous experience in complex and volatile contexts is preferred, along with report writing skills and proficiency in computer applications such as word processing and spreadsheets. Familiarity with technical drawing software, particularly AutoCAD, and project management software is desirable. Strong organizational, facilitation, negotiation, and interpersonal skills are also required.

Educational Background:
Candidates must hold a university degree in a relevant field such as Water Supply and Sanitation Engineering, Hydraulic Engineering, Water Resource or Environmental Engineering, Civil Engineering, or Construction Technology and Management. This educational background is critical for understanding the technical aspects of WASH infrastructure and ensuring compliance with relevant standards and procedures.

Experience:
The position requires a minimum of 3 years of relevant experience in monitoring and supervising WASH construction projects. Experience in hygiene promotion within a relief program is essential, as is the ability to work in complex and insecure environments. Candidates should demonstrate a proven ability to manage multiple tasks and conflicting priorities effectively.

Languages:
Fluency in written and spoken English is mandatory for this position. Additionally, fluency in local languages such as Tigray and Afara is considered an advantage, as it facilitates communication with local communities and stakeholders.

Additional Notes:
The contract duration for this position is fixed for 6 months. The role involves significant travel, with approximately 80% of the time spent traveling between different zones. The position is full-time and may require working in challenging and insecure environments.
