Job Overview: The National Program Support Officer (Global AVR) will play a crucial role in supporting the U.S. Global AVR Program, which focuses on assisting eligible beneficiaries in their voluntary return to their countries of origin or legal status. This position requires the successful candidate to provide strategic guidance and technical support, ensuring that the program is implemented effectively and adheres to the standards set by the U.S. Department of State and IOM. The officer will be responsible for monitoring program implementation, analyzing expenditures, and addressing challenges that may arise during the program's execution. The role also involves preparing briefing materials for meetings with key stakeholders, coordinating project proposals, and ensuring compliance with donor requirements. The officer will work closely with various teams within IOM and engage with external partners to enhance the program's effectiveness and impact.
Duties and Responsibilities: The duties and responsibilities of the National Program Support Officer include:
Providing strategic guidance and technical support for the U.S. Global AVR Program, ensuring a coherent programmatic approach.
Supporting the Senior Program Advisor and Return and Reintegration Coordinator in establishing strategic priorities and plans for program implementation.
Monitoring and analyzing program implementation and expenditures, ensuring adherence to PRM and IOM standards.
Identifying and addressing implementation challenges in coordination with field colleagues and other stakeholders.
Preparing briefing materials for meetings with PRM, ensuring accurate reflection of IOM policy positions.
Engaging with key PRM counterparts through regular liaison and information-sharing.
Coordinating the development of project proposals and concept notes aligned with donor priorities.
Compiling and submitting donor reports and strategic documents, ensuring compliance with requirements.
Assessing best practices and providing recommendations for future design" style="border-bottom: 1px dotted #007bff !important;">program design and delivery. 1
Supporting the development of information and knowledge management processes for the office. 1
Designing and implementing monitoring programs for visiting PRM counterparts. 1
Assisting in the recruitment of the U.S. Global AVR Monitoring, Evaluation, and Reporting Officer. 1
Ensuring accurate project representation in PRIMA and providing project cycle overviews when requested. 1
Performing other duties as assigned.
Required Qualifications: The position requires the following qualifications:
A Master’s degree in Social Sciences, International Relations/Affairs, Research, Law, or a related field from an accredited institution with five years of relevant professional experience; or a Bachelor’s degree in the same fields with seven years of relevant professional experience.
Proven experience in project conceptualization, development, and reporting.
Experience in donor relations and grant management, particularly with U.S. Government donors.
Experience in researching and drafting a variety of documents and reports.
Experience in organizing meetings, conferences, workshops, and seminars.
Preferred experience with assisted voluntary return and reintegration programs.
Educational Background: Candidates must possess either a Master’s degree in relevant fields such as Social Sciences, International Relations/Affairs, Research, or Law, along with five years of relevant professional experience, or a Bachelor’s degree in the same fields with seven years of relevant professional experience. This educational background is essential to ensure the candidate has the necessary theoretical knowledge and practical skills to perform effectively in this role.
Experience: The ideal candidate should have a minimum of five years of relevant professional experience if holding a Master’s degree, or seven years if holding a Bachelor’s degree. Experience should include project conceptualization, development, and reporting, as well as donor relations and grant management, particularly with U.S. Government donors. Familiarity with knowledge management tools and experience in organizing meetings and events are also important. Preferred experience includes working with assisted voluntary return and reintegration programs, which will enhance the candidate's ability to contribute effectively to the program.
Languages: Fluency in English is mandatory for this position, both oral and written. Knowledge of additional languages such as French and Spanish is considered an asset, as IOM operates in multiple linguistic contexts and values diversity in communication.
Additional Notes: This position is a one-year fixed-term contract with a monthly salary of USD 12,038.4
The role is classified at the NO-C grade level. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months. Candidates must be nationals of the country of employment, and appointments are subject to medical fitness certification and verification of residency and visa requirements.
