Duties and Responsibilities: The duties and responsibilities of the International Consultant (Strategy Development) include but are not limited to:
Conducting comprehensive assessments of the current development landscape in Yemen, including socio-economic, political, and cultural factors.
Engaging with stakeholders to gather input and feedback on strategic priorities and initiatives.
Developing a strategic framework that outlines key objectives, actions, and indicators for success.
Facilitating workshops and meetings to discuss strategic options and gather consensus among stakeholders.
Providing recommendations for resource allocation and implementation strategies.
Preparing detailed reports and presentations to communicate findings and recommendations to UNDP and other stakeholders.
Ensuring that the developed strategies are aligned with UNDP's mission and the Sustainable Development Goals (SDGs).
Monitoring and evaluating the implementation of strategies and making adjustments as necessary based on feedback and changing circumstances.
Required Qualifications: The required qualifications for the International Consultant (Strategy Development) position include:
A master's degree in international development, public policy, strategic management, or a related field.
Extensive experience in strategic planning and development, particularly in complex and challenging environments.
Proven track record of working with international organizations, governments, and civil society in strategy development.
Strong analytical skills and the ability to synthesize complex information into actionable strategies.
Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
Familiarity with the socio-economic and political context of Yemen or similar regions is highly desirable.
Educational Background: Candidates must possess a master's degree or higher in a relevant field such as international development, public administration, strategic management, or a related discipline. A PhD is an advantage but not mandatory. The educational background should reflect a strong foundation in development theory and practice, as well as strategic planning methodologies.
Experience: Candidates should have a minimum of 7 years of relevant professional experience in strategic development, policy formulation, or program management. Experience working in conflict-affected or post-conflict settings is highly desirable. The consultant should demonstrate a history of successful project implementation and stakeholder engagement, particularly in the context of international development.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of Arabic is highly desirable, as it will facilitate communication with local stakeholders and enhance the consultant's effectiveness in the Yemeni context. Additional languages may be considered an asset, depending on the specific needs of the project.
Additional Notes: This position is for a fixed-term contract lasting 7 months, with a total of 75 working days. The consultant is expected to conduct two visits to Yemen, coupled with home-based support. The deadline for submitting proposals is 11-Dec-25 at 04:38 AM New York time. The consultant will be required to submit their proposals through the UNDP supplier portal, and any inquiries regarding the tender must be made through the messaging functionality in the portal. This role is classified as an individual contractor position, and the consultant will be compensated according to UNDP's established rates for such roles.
