Job Overview: The National ConsultantEnvironmental Policy Specialist will play a crucial role in supporting UNDP's efforts in biodiversity finance and environmental policy in Angola. This position is designed for an individual contractor who will provide expert input into the development of national biodiversity finance plans and policies. The consultant will be expected to assess existing biodiversity-related policies and legal frameworks, identify finance solutions relevant to biodiversity, and contribute to the Biodiversity Expenditure Review (BER). The specialist will also engage with stakeholders to gather critical insights and feedback on the BIOFIN methodological framework. The role requires a deep understanding of biodiversity issues, finance mechanisms, and the ability to produce high-quality drafts and analyses that will be validated by the Program team Leader and the BIOFIN Global Team. The consultant's work will be pivotal in aligning Angola's National Biodiversity Strategy and Action Plan (NBSAP) with the new Kunming-Montreal Global Biodiversity Framework (GBF).
Duties and Responsibilities:
Conduct a comprehensive assessment of major biodiversity-related policies and legal frameworks in Angola.
Identify existing finance solutions relevant to biodiversity finance as outlined in the BIOFIN Workbook.
Provide input on stakeholder analysis for the Biodiversity Expenditure Review (BER).
Summarize critical priorities and policies for the Biodiversity Finance Plan methodology.
Produce drafts and analyses for review by the Program team Leader and the BIOFIN Global Team.
Ensure alignment of the National Biodiversity Strategy and Action Plan (NBSAP) with the Kunming-Montreal GBF Framework.
Engage with stakeholders to gather feedback and insights on biodiversity finance issues.
Contribute to the development of national biodiversity finance plans that address the biodiversity finance gap.
Collaborate with the UNDP team to ensure that all outputs meet the required standards and timelines. 1
Participate in meetings and workshops as necessary to discuss progress and gather additional input.
Required Qualifications:
Advanced degree in environmental policy, biodiversity conservation, finance, or a related field.
Proven experience in biodiversity finance, environmental policy analysis, and stakeholder engagement.
Strong understanding of the biodiversity finance landscape and relevant legal frameworks in Angola.
Excellent analytical and writing skills, with the ability to produce high-quality reports and documentation.
Familiarity with the BIOFIN methodology and tools is highly desirable.
Strong communication and interpersonal skills to effectively engage with diverse stakeholders.
Ability to work independently and manage multiple tasks within tight deadlines.
Educational Background: Candidates must possess an advanced degree (Master's or equivalent) in environmental policy, biodiversity conservation, finance, or a related discipline. A PhD in a relevant field would be an advantage, particularly for those with a focus on biodiversity finance or law" style="border-bottom: 1px dotted #007bff !important;">environmental law.
Experience: The position requires a minimum of 5 years of relevant professional experience in environmental policy, biodiversity finance, or related fields. Experience working with international organizations, government agencies, or NGOs on biodiversity issues is highly desirable. Familiarity with the UNDP's work and the Sustainable Development Goals (SDGs) will be considered an asset.
Languages: Fluency in English is mandatory, both written and spoken. Proficiency in Portuguese is highly desirable, given the local context of Angola. Knowledge of additional languages relevant to the region may be considered an advantage.
Additional Notes: This is an individual contract position with a duration of 30 working days within a 60-day period. The consultant will be expected to work remotely, with the possibility of engaging with stakeholders in Angola as necessary. The position is open to national consultants only. Compensation will be commensurate with experience and qualifications, in accordance with UNDP's policies and guidelines.
