Job Overview: The National Consultant for Comprehensive Laboratory Systems Assessment and Strengthen will play a crucial role in enhancing laboratory systems within South Sudan. This position involves working under the oversight of the Lead National Consultant for HIV and TB Programme Reviews. The consultant will be responsible for coordinating and supervising both international and national counterparts, ensuring effective collaboration with technical assistance from partners such as the World Health Organization (WHO). The primary objective of this consultancy is to conduct a thorough assessment of the laboratory systems in place, identify gaps, and propose actionable strategies for strengthening these systems to improve health outcomes related to HIV and TB. The consultant will also be expected to engage with various stakeholders, facilitate discussions, and contribute to the development of comprehensive reports that outline findings and recommendations.
Duties and Responsibilities: The duties and responsibilities of the National Consultant include but are not limited to:
Conducting a comprehensive assessment of the existing laboratory systems in South Sudan, focusing on their capacity to support HIV and TB programs.
Coordinating with national and international stakeholders to gather relevant data and insights regarding laboratory operations and challenges.
Supervising and guiding the work of other consultants and technical assistants involved in the assessment process.
Developing a detailed report that outlines the findings of the assessment, including strengths, weaknesses, and opportunities for improvement.
Proposing actionable recommendations for strengthening laboratory systems, including training needs, resource allocation, and infrastructure improvements.
Facilitating workshops and meetings with stakeholders to discuss findings and gather feedback on proposed strategies.
Ensuring that all activities are aligned with UNDP's goals and the broader health objectives of South Sudan.
Required Qualifications: Candidates applying for this position must possess a strong background in laboratory systems, public health, or a related field. They should have demonstrated experience in conducting assessments and evaluations, particularly in the context of health programs. Additionally, candidates should have excellent analytical and communication skills, with the ability to work collaboratively in a multicultural environment. Familiarity with the health landscape in South Sudan and experience working with international organizations will be considered an asset. Candidates should also be proficient in project management and possess strong organizational skills to effectively manage multiple tasks and deadlines.
Educational Background: A minimum of a Master's degree in Public Health, Laboratory Sciences, or a related field is required for this position. Candidates with a PhD or equivalent advanced degree will be given preference. Relevant certifications or training in laboratory management or health systems strengthening will also be advantageous.
Experience: The ideal candidate should have at least 5 years of professional experience in public health, laboratory systems, or a related field. Experience working in low-resource settings, particularly in Africa, is highly desirable. Previous experience with UN agencies or international NGOs will be beneficial, as will experience in conducting assessments and evaluations of health programs.
Languages: Fluency in English is mandatory for this position. Knowledge of local languages spoken in South Sudan will be considered an asset, as it may facilitate communication with local stakeholders and enhance the effectiveness of the consultancy.
Additional Notes: This position is offered as an individual contractor role, and the contract duration will be specified upon selection. The consultant is expected to work full-time during the assessment period, with flexibility in working hours to accommodate stakeholder meetings and discussions. Compensation will be commensurate with experience and in line with UNDP's policies for individual contractors. The consultant may be required to travel within South Sudan as part of the assessment process.
