Job Overview:
The Programme Adviser position is crucial for providing thematic and operational support to the Election and Democracy Team. The role involves working closely with the Thematic Manager to ensure the effective delivery of the team's work plans in alignment with NORCAP's strategic objectives. The Programme Adviser will be responsible for overseeing the thematic aspects of election observer assignments, which includes coordinating logistics, ensuring smooth administrative processes, and facilitating communication with various stakeholders. This position is exclusively for internal candidates, meaning only current or recently departed NRC staff members (within the last two years) are eligible to apply. The Programme Adviser will play a key role in enhancing the operational capacity of the election observer program, ensuring that all activities are executed efficiently and effectively.

Duties and Responsibilities:
The Programme Adviser will undertake a variety of responsibilities, including but not limited to: coordinating NORCAP election observer assignments for international missions, selecting observers, organizing briefing and debriefing sessions, and reporting in collaboration with Operational HR Advisers. The adviser will serve as the primary operational contact with the Norwegian Ministry of Foreign Affairs and Embassies regarding observer assignments, and will liaise with partner organizations involved in election observation. Additionally, the adviser will support the streamlining of assignment processes, ensuring compliance with security" style="border-bottom: 1px dotted #007bff !important;">security protocols and staff care. The role also involves planning and implementing capacity-building activities for the observer pool, including training sessions for both short-term and long-term observers, as well as conducting staff care seminars and security awareness training. The Programme Adviser will manage the observer roster, contribute to recruitment processes, and support the planning and execution of thematic events and outreach activities, including media engagement. Furthermore, the adviser will coordinate logistics for the biennial observer program that welcomes election management bodies from transitional countries and will work to maintain and establish partnerships that align with NORCAP's thematic priorities.

Required Qualifications:
Candidates must possess a minimum of four years of relevant experience in fields such as project management or election support. Strong organizational and administrative skills are essential, particularly in event organization. Effective communication and coordination skills are critical, as the role requires interaction with various stakeholders. Candidates should demonstrate excellent written and oral communication abilities in both English and Norwegian. Proficiency in computer and IT skills is also required to manage the various tasks associated with the position.

Educational Background:
A higher education degree in a relevant field, such as Human Rights, Social Sciences, or a related discipline, is required for this position. This educational background will provide the necessary theoretical foundation and understanding of the complexities involved in election support and humanitarian work.

Experience:
The position requires candidates to have at least four years of relevant experience in project management or election support. This experience should demonstrate the candidate's ability to manage complex assignments, coordinate with multiple stakeholders, and deliver results in high-pressure environments. Previous experience in humanitarian or development contexts will be advantageous.

Languages:
Fluency in English and Norwegian is mandatory for this position, as effective communication in both languages is essential for liaising with stakeholders and conducting training sessions. Additional language skills may be considered an asset but are not explicitly required.
