Job Overview: The Operational HR Adviser serves as the HR and security" style="border-bottom: 1px dotted #007bff !important;">Security focal point for experts during their assignments. This role is crucial in supporting the thematic units within the department, which collectively work towards delivering on specific projects as defined by their mandates and social contracts. The position is part of a pooled team managed within the HR NORCAP section, aimed at enhancing efficiency, equity, access, and flexibility in service delivery. The pooled team structure allows for shared responsibilities and the ability to adapt to changing workloads and priorities. The Head of Unit ultimately determines how tasks are allocated among team members. This position is exclusively for internal candidates, defined as those currently employed by NRC or those who have worked with NRC within the last two years. It is a temporary role with a six-month contract based in Oslo, Norway, under a national employment contract.
Duties and Responsibilities: The Operational HR Adviser will oversee Employment Relationship Management in accordance with NORCAP procedures. Key responsibilities include managing the assignment process flow within the HR Management System (People), contributing to the internal recruitment process for experts in NORCAP's pool, ensuring accurate compensation for experts on assignment, and managing onboarding and offboarding processes. This includes ensuring completion of mandatory training and pre-assignment tasks, collecting performance evaluations, addressing performance issues, and organizing debriefs. The adviser will liaise with host agencies, issue contracts, arrange travel, and provide necessary support to experts. Additionally, the adviser will serve as the security focal point, responsible for routine and emergency communications with experts, ensuring timely reporting from experts, and maintaining organized and secure records of expert documentation.
Required Qualifications: Candidates must possess higher relevant education, such as a Bachelor’s or Master’s degree, preferably in HR, Management, Business, or a related field. Relevant work experience may compensate for educational requirements. A minimum of three years of relevant work experience is required, with a strong emphasis on experience in Human Resources. Candidates should demonstrate strong organizational and administrative skills, proven leadership capabilities, and a working knowledge of IT operational systems. Understanding the challenges of working in an international context, along with critical thinking and problem-solving skills, is essential. Good cross-cultural communication and interpersonal skills are also necessary, as is the ability to work independently and under pressure. Fluency in English, both written and spoken, is mandatory, while fluency in additional languages is considered an asset.
