Job Overview:
The Monitoring Evaluation and Learning (MEL) Specialist position is crucial for the development and implementation of MEL systems within NORCAP. This role is designed to support the documentation of achievements and results across various projects and thematic areas. The MEL Specialist will provide technical support, quality assurance, and capacity building, contributing to evidence-based decision-making and organizational learning. The position is temporary, with a 12-month contract, and is specifically for internal candidates, meaning those currently employed by NRC or those who have worked with NRC in the past two years. The MEL Specialist will lead the development and coordination of MEL systems, manage evaluations and knowledge products, and promote the use of MEL data across the organization to inform decision-making and continuous improvement.

Duties and Responsibilities:
The MEL Specialist will be responsible for leading the development, maintenance, and coordination of NORCAP’s MEL systems, which includes creating policies, standard operating procedures (SOPs), and tools aligned with strategic objectives. The role involves managing and coordinating internal and external evaluations, reviews, and studies to enhance departmental learning and accountability. The MEL Specialist will analyze and report on achievements in line with the NORCAP Strategy and M&E Framework, collaborating with project managers and operational teams. Additionally, the role requires promoting MEL data usage across projects and departments, ensuring that data informs decision-making processes. The MEL Specialist will also identify and implement innovative technologies for effective data collection and visualization, facilitate stakeholder engagement in MEL processes, and develop systematic approaches to knowledge management.

Required Qualifications:
Candidates must possess a minimum of 7 years of relevant work experience, with at least 3 years in humanitarian, development, or peacebuilding contexts. A Master’s degree or equivalent higher education in a relevant field is required. The ideal candidate will have excellent analytical skills, strong drafting abilities for policy and guidance documents, and a proven track record in MEL responsibilities. Fluency in English, both written and verbal, is mandatory, while knowledge of Norwegian and/or French is considered an asset. A strong understanding of MEL concepts and methodologies, both qualitative and quantitative, is essential, along with the ability to synthesize and analyze large volumes of information effectively.

Educational Background:
The position requires a Master’s degree or equivalent higher education in a relevant field. This educational background should provide the candidate with a solid foundation in monitoring, evaluation, and learning principles, as well as the analytical skills necessary for the role.

Experience:
Candidates should have a minimum of 7 years of relevant work experience, with at least 3 years specifically in the humanitarian, development, or peacebuilding sectors. This experience should include practical application of MEL concepts and methodologies, as well as a demonstrated ability to deliver results in similar roles.

Languages:
Fluency in English is mandatory for this position, both in written and verbal communication. Knowledge of Norwegian and/or French is advantageous but not required, providing an additional asset for candidates who possess these language skills.
