Job Overview: The Head of PCM and Grants Management is a pivotal leadership role within NRC, responsible for overseeing the global Grants Management Function. This position entails setting strategic direction, developing policies, and providing guidance to ensure a cohesive approach to Programme Cycle Management (PCM) and Grants Management across the organization. The role involves leading a diverse team of Grants Specialists, Advisers, and Managers, as well as specialists in Cycles and Partnerships. The Head will ensure that NRC's operational offices receive the necessary support and guidance to implement optimal programme strategies and maintain high-quality programming. This position is exclusively open to internal candidates and can be based in Oslo, Norway, or in NRC's representation offices in Belgium, Germany, or the UK, as well as other listed countries within a +/- 2 hours CET time zone.
Duties and Responsibilities: The Head of PCM and Grants Management will have a comprehensive set of responsibilities, including but not limited to: managing directly reporting staff, overseeing performance management, workforce planning, recruitment, and ensuring duty of care. The role requires providing PCM and Grants Management support to colleagues, developing training programs, and coaching new staff to meet NRC's standards. The Head will lead the development of the PCM and Grants Management Function, standardizing approaches and maintaining the framework across NRC. Responsibilities also include implementing the Cycles digital grants management system, collaborating with finance teams to optimize support, and ensuring compliance with NRC policies and procedures. The Head will establish a proactive community of practice, develop cost allocation methods, and lead the Internally Competing Proposals process. Additionally, the role involves quality assurance tasks for project proposals and donor representation as needed.
Required Qualifications: Candidates must possess relevant higher education, preferably at the master's degree level, and a minimum of 8 years of relevant experience, including leadership or management roles within the humanitarian or development sectors. Documented results related to the responsibilities of the position are essential, along with proven experience in leading change processes in complex organizations. Candidates should demonstrate professional credibility to influence stakeholders, familiarity with quality standards and donor requirements, and strong interpersonal skills to build collaborative relationships. A highly conscientious and structured individual with excellent planning skills is preferred, along with the ability to work independently and lead teams effectively.
Educational Background: The educational background required for this position includes a relevant higher education degree, ideally at the master's level. This educational foundation should be complemented by extensive knowledge and understanding of the humanitarian sector, particularly in relation to PCM and Grants Management.
Experience: The position requires a minimum of 8 years of relevant experience, with a strong emphasis on leadership and management within the humanitarian or development fields. Candidates should have a track record of successfully leading teams, managing complex projects, and driving change within organizations. Experience in remote team leadership is considered a significant advantage.
Languages: Fluency in English, both written and verbal, is mandatory for this position. Knowledge of additional languages such as German, Spanish, French, or Arabic is considered an asset and may enhance a candidate's profile.
Additional Notes: This is a permanent contract position based in Oslo, Norway, or in NRC's representation offices in Belgium, Germany, or the UK, or any other EoR listed country within a +/- 2 hours CET time zone. The role may involve travel of up to 10%. NRC offers a Grade 10 Resident contract with competitive salary and benefits.
