Job Overview: The Global Roving Emergency Education Specialist position is designed to provide technical development, strategic direction, and quality assurance for education initiatives in crisis and conflict contexts. The role involves developing education strategies and ensuring quality control at the country level. The specialist will mentor and train staff to enhance their technical expertise in education programming. This position is crucial for supporting country office start-ups, addressing critical gaps in education response, and providing in-country support for designing and implementing effective education programs. The specialist will undertake short-term deployments, lasting up to six months, to various NRC country operations, focusing on crisis and conflict areas. Additionally, the postholder may serve as the Education Programme Development Manager (Education PDM) at the country office level, further emphasizing the importance of this role in shaping educational responses in emergencies.
Duties and Responsibilities: The key responsibilities of the Global Roving Emergency Education Specialist include developing education strategies and technical guidance aligned with NRC’s Global Education Strategy and regional priorities. The specialist will contribute to fundraising efforts by developing and revising funding proposals, budgets, and donor reports. They will identify trends, technical standards, and donor priorities to ensure effective project implementation. The role also involves monitoring compliance with contractual commitments, ensuring high technical quality in project execution, and utilizing Monitoring and Evaluation (M&E) data to adapt programming as necessary. The specialist will work collaboratively with other Core Competencies to address barriers to education and ensure the delivery of high-quality, safe, and inclusive services. Additionally, they will contribute to the institutionalization of cash-based interventions and market-based programs through capacity building and guidance. The role includes line management responsibilities when deployed as Education PDM, encompassing performance management, workforce planning, and staff development. The specialist will represent NRC in relevant forums and advocate for the rights of internally displaced persons and returnees.
Required Qualifications: Candidates must possess a minimum of four years of experience in education within a humanitarian or recovery context. They should have technical expertise in developing and implementing policy and strategic guidance, as well as practical tools and resources for education programming. Experience in complex and volatile international contexts, particularly with First-Line Education Response expertise, is essential. Familiarity with start-up, scale-up, or medium to large-scale emergencies is also required. Fluency in English and either French or Spanish, both written and verbal, is mandatory. Candidates should demonstrate adaptability, resilience, and strong interpersonal skills to thrive in challenging environments.
Educational Background: The position requires a relevant educational background, typically a degree in education, international development, humanitarian studies, or a related field. Advanced degrees or specialized training in education in emergencies or humanitarian response may be advantageous, providing candidates with a deeper understanding of the complexities involved in educational programming in crisis situations.
