Job Overview:
The Regional Ukraine Crisis Adviser will play a crucial role in supporting the country offices linked with the Ukraine response, including Ukraine itself and Moldova, which is hosting Ukrainian refugees. The role involves providing strategic advice and guidance to Country Directors and Heads of Programmes to ensure that optimal program strategies, structures, systems, and resources are in place. The adviser will be responsible for a range of advisory support and coordination related to business development, strategy development, change management efforts, and ensuring program quality. This position is ideal for an experienced leader with strong coordination, networking, and stakeholder management skills, as well as excellent negotiation and communication abilities. The adviser will also be involved in program evaluations and the management of the Nansen NRC Ukraine Response 2025-2027 project, making this a significant opportunity to contribute to meaningful work that addresses the diverse needs of communities affected by the crisis.

Duties and Responsibilities:
The duties and responsibilities of the Regional Ukraine Crisis Adviser include:
  • Providing program development and strategic planning support, advice, and guidance to country offices.
  • Identifying business development opportunities and facilitating the induction training for country office program staff.
  • Supporting change management efforts and strategy development at the country level.
  • Conducting program evaluations to assess the effectiveness and impact of programs at the country level.
  • Managing the Nansen NRC Ukraine Response 2025-2027 project, ensuring alignment with NRC's overall mission and objectives.
  • Collaborating with various stakeholders, including institutional donors, to ensure compliance with their strategies and priorities.
  • Building and maintaining constructive relationships with external parties to enhance program effectiveness and reach.

Required Qualifications:
The ideal candidate for the Regional Ukraine Crisis Adviser position should possess the following qualifications:
  • Proven experience in a managerial or advisory role within humanitarian, recovery, or emergency response contexts.
  • In-depth knowledge of institutional donors' strategies, priorities, and compliance requirements.
  • A successful track record in proposal development and securing funding for humanitarian programs.
  • Experience working in complex and volatile contexts, demonstrating adaptability and resilience.
  • Strong analytical and problem-solving skills, with the ability to think strategically and implement effective solutions.

Educational Background:
Candidates should have a relevant educational background, typically a master's degree in a field related to humanitarian assistance, international relations, development studies, or a similar discipline. Additional certifications or training in project management, strategic planning, or related areas would be advantageous.

Experience:
The position requires significant experience in humanitarian response, recovery, or emergency management, ideally with at least 5-7 years in a leadership role. Experience working in the context of the Ukraine crisis or similar situations would be highly beneficial, as would familiarity with the operational challenges faced in the region.

Languages:
Fluency in English, both written and verbal, is mandatory for this position. Proficiency in additional languages relevant to the region, such as Ukrainian or Russian, would be considered an asset but is not required.

Additional Notes:
This position is based in Oslo, Norway, but may also be remote, based in an NRC office in Europe. The contract duration is for 12 months, with approximately 30% travel expected. The position is classified as Grade 9 in NRC’s Salary Scale, which comes with a competitive compensation and benefits package.
