Job Overview: The Shelter Specialist position is a key role within the Programme Unit (PU) of NRC, responsible for providing strategic and technical leadership at the country level. The position-holder will lead the development of the Shelter strategy, ensuring alignment with regional and global priorities. This role involves overseeing the technical quality of shelter programs, advocating for the needs of internally displaced persons (IDPs) and returnees, and coordinating with various stakeholders to enhance program effectiveness. The Shelter Specialist will also mentor and build the capacity of field teams, ensuring that they are equipped with the necessary skills and knowledge to implement shelter and WASH activities effectively. The position requires a proactive approach to fundraising and compliance with NRC policies, as well as a commitment to promoting safe and inclusive programming.
Duties and Responsibilities: The Shelter Specialist will be responsible for a wide range of duties, including but not limited to: developing and revising the Shelter strategy and technical guidance; ensuring compliance with NRC policies and donor requirements; contributing to fundraising efforts by developing proposals and budgets; identifying trends and technical standards in the shelter sector; providing technical direction and support for project implementation; ensuring that lessons learned from program implementation are integrated into staff development processes; conducting systematic training for technical staff; representing NRC in relevant forums and clusters; and promoting the rights of IDPs and returnees in line with advocacy strategies. Specific responsibilities also include leading the revision of the Core Competency (CC) Strategy, strengthening safe programming standards, facilitating emergency preparedness and response planning, and enhancing partnerships with local NGOs and other stakeholders.
Required Qualifications: Candidates for the Shelter Specialist position should possess a minimum of four years of experience in a technical expertise area within a humanitarian or recovery context. They should have documented results related to the responsibilities of the position, as well as knowledge and skills in market analysis, cash-based interventions, and market-based programs. A valid driver's license is also required. Additionally, candidates should demonstrate knowledge of the context in Myanmar and/or South and Southeast Asia, experience working in hardship duty stations, and familiarity with humanitarian donors. Strong capacity-building skills and the ability to use Logical Framework Approach (LFA) for project design and follow-up are considered assets.
Educational Background: The educational background required for the Shelter Specialist position typically includes a relevant degree in fields such as humanitarian studies, social sciences, engineering, or a related discipline. Advanced degrees may be preferred, particularly for candidates seeking to demonstrate a higher level of expertise and knowledge in the field of shelter and humanitarian assistance.
Experience: The position requires candidates to have a minimum of four years of relevant experience in a technical role within a humanitarian or recovery context. Experience in complex and volatile environments is essential, as is a proven track record of working effectively with diverse teams and stakeholders. Familiarity with the specific challenges faced in South Sudan and the surrounding region will be advantageous.
