Job Overview: The Senior M&E Officer will play a crucial role in the EpiC Global Healthsecurity" style="border-bottom: 1px dotted #007bff !important;">Security (GHS) project, which is funded by the United States Government and aims to enhance public health systems in Mozambique. This position requires a strong focus on monitoring, evaluation, and reporting activities, ensuring that data systems effectively capture project performance indicators. The Senior M&E Officer will analyze and report on these indicators, develop and oversee the implementation of the GHS performance management plan, and collaborate with technical staff to interpret project results for stakeholders. The role also involves working closely with local government and stakeholders to strengthen monitoring, evaluation, and learning (MEL) systems, thereby enhancing the quality of services provided. The successful candidate will be expected to engage in routine monitoring visits, data quality assessments, and provide technical assistance and capacity building in M&E components, ensuring adherence to established standards and guidelines.
Duties and Responsibilities: The Senior M&E Officer will be responsible for a comprehensive set of duties including: designing and implementing M&E systems and tools in collaboration with the team lead; assisting the Ministry of Health (MOH), National Directorate of Public Health (NDPH), and NIH M&E teams in coordinating GHS monitoring and evaluation activities; providing guidance on M&E activities and indicators; conducting routine monitoring visits and data quality assessments; preparing donor reporting deliverables; facilitating project and ministry-led data review meetings; training field-level staff on the M&E plan; documenting lessons learned and best practices; remaining informed of current M&E issues in the GHS field; contributing to donor reporting deliverables; representing FHI 360 in regional SI-related meetings; ensuring documentation of MEL activities; and performing other duties as assigned.
Required Qualifications: Candidates must possess a Master’s degree or its international equivalent in public health, statistics, applied economics, epidemiology, social work, monitoring & evaluation, demography, biostatistics, or other relevant disciplines. A Bachelor’s degree with an additional 2 years of relevant experience will also be considered. A minimum of 6 years of relevant work experience is required, along with training or certification in M&E, data analysis, or program evaluation. Demonstrated experience in MEL, including technical leadership and supervision of MEL teams or partner organizations, is essential. Familiarity with health and development programs in Mozambique, including knowledge of SISMA, DHIS2, and national protocols, guidelines, and standards for GHS, is preferred. Proficiency in data analysis and visualization software such as Power BI, as well as familiarity with Open Data Kit (ODK), KoboToolbox, or DHIS2 environments, is also required.
Educational Background: The educational background required for this position includes a Master’s degree or its equivalent in relevant fields such as public health, statistics, applied economics, epidemiology, social work, monitoring & evaluation, demography, or biostatistics. Candidates with a Bachelor’s degree in these areas, combined with additional relevant experience, may also be considered. The emphasis is on advanced education that equips candidates with the necessary analytical and evaluative skills to effectively contribute to the project’s goals.
Experience: The position requires a minimum of 6 years of relevant work experience in monitoring and evaluation, with a strong emphasis on technical leadership and the ability to supervise MEL teams or partner organizations. Candidates should have a proven track record of working in health and development programs, particularly in the context of Mozambique, and should be familiar with the specific challenges and standards of the GHS field. Previous experience with U.S. Department of State, FAO, USAID, or PEPFAR-supported programs is highly desirable, as is experience in data analysis and visualization.
Languages: Fluency in Portuguese is mandatory, and advanced proficiency in English is preferred. The ability to communicate effectively in both languages is essential for collaborating with diverse stakeholders and ensuring accurate reporting and documentation of project activities.
Additional Notes: The position involves up to 50% domestic travel and is based in a typical office environment, requiring the ability to sit and stand for extended periods.
