The OSCE Secretariat, based in Vienna, supports the Chairpersonship and provides operational and administrative support to field operations. The Department of Human Resources (DHR) is integral to the OSCE's mission, focusing on managing the employee lifecycle and fostering a positive workplace culture.
Job Overview: The Chief, Talent and Organizational Development is a pivotal role within the OSCE's Department of Human Resources. This position is responsible for leading the design and execution of innovative frameworks and initiatives aimed at enhancing talent management, performance management, leadership development, and staff engagement across the organization. The Chief will manage a team of five and serve as a strategic advisor to senior leadership, ensuring that the OSCE workforce is prepared for the Future of Work. This role requires a forward-thinking approach to workforce capability initiatives, aligning with the organization's strategic goals while fostering a culture of continuous learning and innovation. The Chief will also oversee the implementation of learning and development activities that are data-driven and tailored to meet the evolving needs of the organization.
Duties and Responsibilities:
Strategic Leadership and Planning: Shape the OSCE Secretariat’s Talent and Organizational Development strategy in alignment with the HR strategy and organizational mandate. Advise senior leadership on talent trends and organizational health. Drive initiatives that anticipate skill requirements and succession gaps. Develop strategic projects and lead resource mobilization efforts. Foster a positive workplace environment and ensure effective people management within the unit.
Talent Development, Upskilling, and Reskilling: Design and implement a comprehensive learning strategy that addresses current and future skill needs. Lead large-scale upskilling and reskilling initiatives. Oversee the design of learning frameworks and integrate digital learning platforms into a personalized learning ecosystem.
Leadership Development: Drive a multi-tiered leadership development approach, partnering with external providers to deliver impactful leadership interventions. Embed inclusive leadership principles across all programs.
Organizational Development, Change, and Transformation: Lead initiatives to enhance organizational effectiveness and guide leaders through complex change. Support the design of organizational structures that promote agility and collaboration.
Performance, Engagement, and Employee Experience: Transform the performance management approach to emphasize growth and accountability. Design a continuous engagement strategy and provide actionable insights to strengthen employee experience and organizational health.
Required Qualifications: Candidates must possess a second-level university degree in Human Resources, Organizational Psychology, Business Administration, Public Administration, or a related field. A first-level university degree combined with two years of additional qualifying experience may be accepted in lieu of the second-level degree. Additionally, a minimum of seven years of progressively responsible experience in HR, learning and development, or organizational development is required, with nine years needed if holding a first-level degree. Proven experience in managing a professional team and delivering results, as well as expertise in leading large-scale change management initiatives in multicultural environments, is essential. Candidates should also have experience in integrating technology into talent development strategies and possess strategic foresight to adapt to future workforce needs.
Educational Background: The educational background required for this position includes a Master's degree (second-level university degree) in a relevant field such as Human Resources, Organizational Psychology, Business Administration, or Public Administration. Candidates with a first-level university degree may be considered if they have additional qualifying experience.
Experience: The position requires a minimum of seven years of progressively responsible experience in relevant fields such as human resources, learning and development, or organizational development. Candidates with a first-level university degree must have nine years of experience. Experience in managing teams and leading change initiatives in complex environments is crucial, as is familiarity with multilateral or international public sector organizations.
Languages: Fluency in English is mandatory, with excellent oral and written communication skills required. Knowledge of additional languages is considered an asset, particularly those relevant to the OSCE's member states.
Additional Notes: This is a fixed-term, full-time position at the P4 level, classified as middle management. The monthly remuneration is approximately EUR 9,400, with actual salary depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria, and social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
