Job Overview: The Planning and Monitoring Officer (NO2) will be based in Pemba, Mozambique, under the supervision of the Chief Field Office. This role involves providing technical support and capacity building on monitoring for both development and humanitarian programming. The officer will play a crucial role in supporting the planning, monitoring, and reporting of UNICEF’s programs in Cabo Delgado province. The position requires ensuring that data and evidence are utilized to inform decision-making, improve program quality, and demonstrate results for children. The officer will be responsible for assessing the performance of UNICEF-supported programs, monitoring progress on the Sustainable Development Goals (SDGs), and strengthening local capacities for monitoring, particularly focusing on government, community, and civil society engagement.
Duties and Responsibilities: The key functions of the Planning and Monitoring Officer include:
Setting standards for program performance planning and monitoring by developing clear and practical standards, tools, and guidance for program performance across field-level interventions.
Operationalizing a collective system for situation monitoring and assessment to provide timely and accurate data on the conditions of children, women, and families in Cabo Delgado.
Conducting regular field-level program monitoring, ensuring quality data is collected and shared with relevant stakeholders.
Strengthening the capacities of UNICEF staff, government counterparts, and civil society partners through training, mentoring, and technical support.
Ensuring coordination and networking between the Field Office and wider national and global UNICEF developments to enhance organizational learning on effective monitoring.
Required Qualifications: The minimum requirements for this position include a university degree in social sciences, development planning, evaluation, or advanced statistical research. Candidates must have at least 2 years of relevant professional fieldwork experience in program development and implementation, including monitoring and evaluation activities. Additionally, a minimum of 2 years of experience in staff supervision and team leadership is required. Fluency in English and Portuguese is mandatory, while knowledge of another official UN language or a local language is considered an asset.
Educational Background: Candidates must possess a university degree in social sciences, development planning, evaluation, survey implementation, or advanced statistical research. This educational background is essential for understanding the complexities of program planning and monitoring in the context of UNICEF's work.
Experience: The position requires a minimum of 2 years of relevant professional fieldwork experience, particularly in program development and implementation, including monitoring and evaluation activities. Additionally, candidates should have at least 2 years of experience in staff supervision and team leadership, demonstrating the ability to manage teams effectively in a challenging environment.
