Job Overview:
The position involves consulting on the design and validation of a National Roadmap aimed at strengthening the Digital Biodiversity Ecosystem in Bolivia. The consultant will be responsible for creating a comprehensive strategy that outlines the necessary steps and actions to enhance the digital infrastructure and resources related to biodiversity in the country. This role requires a deep understanding of both biodiversity and digital ecosystems, as well as the ability to integrate these fields into a cohesive plan. The consultant will work closely with various stakeholders, including government agencies, NGOs, and local communities, to ensure that the roadmap is inclusive and addresses the needs of all parties involved. The assignment is expected to last for 75 calendar days, during which the consultant will gather data, conduct analyses, and facilitate discussions to inform the roadmap's development.

Duties and Responsibilities:
The consultant will be tasked with the following duties and responsibilities:
  • Conduct a thorough assessment of the current state of the digital biodiversity ecosystem in Bolivia, identifying key challenges and opportunities.
  • Engage with stakeholders to gather input and insights that will inform the roadmap's design.
  • Develop a detailed National Roadmap that outlines strategic actions, timelines, and responsible parties for enhancing the digital biodiversity ecosystem.
  • Validate the roadmap through consultations and feedback sessions with stakeholders to ensure its relevance and effectiveness.
  • Prepare and present reports on findings and recommendations to UNDP and other relevant parties.
  • Ensure that the roadmap aligns with national policies and international best practices in biodiversity and digital technology.
  • Provide ongoing support and guidance during the implementation phase of the roadmap, as needed.

Required Qualifications:
Candidates must possess a strong background in biodiversity, digital ecosystems, or related fields. They should have proven experience in developing strategic plans or roadmaps, particularly in the context of environmental or technological initiatives. Strong analytical skills, excellent communication abilities, and a collaborative approach to working with diverse stakeholders are essential. Familiarity with UNDP's mission and values, as well as experience working in Bolivia or similar contexts, will be considered an asset. Candidates should also demonstrate a commitment to promoting diversity and inclusion in their work.

Educational Background:
A Master's degree or higher in environmental science, information technology, biodiversity conservation, or a related field is required. Candidates with a PhD or equivalent experience in a relevant area will be given preference. Additional certifications or training in project management, stakeholder engagement, or digital technologies will be advantageous.

Experience:
The position requires a minimum of 5 years of professional experience in biodiversity, digital ecosystems, or related fields. Experience in consulting or project management, particularly in the context of national or international development projects, is highly desirable. Candidates should have a track record of successfully leading similar initiatives and demonstrating measurable outcomes.

Languages:
Fluency in Spanish is mandatory, as the position requires extensive communication with local stakeholders and documentation in Spanish. Proficiency in English is also highly desirable, as it may be necessary for reporting and collaboration with international partners. Knowledge of indigenous languages spoken in Bolivia would be considered a significant advantage.

Additional Notes:
This is a consultancy position with a contract duration of 75 calendar days. The role is expected to be full-time during the assignment period.
