Job Overview: The Education Officer Level 2 position is crucial within the Country Office, where the Education Programme is a key component of the Country Programme. The officer will report to the Education Specialist and will be responsible for providing professional technical, operational, and administrative assistance throughout the programming process for education programmes/projects. This includes development planning, execution, management, and implementation of various technical and administrative tasks to facilitate programme development, implementation, monitoring, evaluation, and reporting on programme progress and results. The role emphasizes the importance of inclusive education and aims to address the needs of disadvantaged and excluded children, ensuring that all children have equitable access to quality education.
Duties and Responsibilities:
Support to programme development and planning: Contribute to the preparation and updating of the situation analysis for education programmes, research and report on development trends, and provide technical and administrative support throughout all stages of programming processes.
Programme management, monitoring and delivery of results: Collaborate with internal colleagues and partners to collect, analyze, and share information on implementation issues, participate in monitoring and evaluation exercises, and prepare draft inputs for programme/donor reporting.
Technical and operational support to programme implementation: Conduct field visits and surveys, report on critical issues, and provide support to government counterparts and partners on UNICEF policies and strategies.
Networking and partnership building: Draft communication materials for advocacy, participate in inter-agency meetings, and prepare resource mobilization materials.
Innovation, knowledge management and capacity building: Share lessons learned, apply innovative approaches, and participate in capacity building initiatives to enhance stakeholder competencies.
Required Qualifications: Minimum requirements include a university degree in education, psychology, sociology, or a relevant child-rights technical field. A minimum of two years of professional experience in programme planning, management, and/or research in education, particularly in emergencies and inclusion, is required. Experience in a developing country and relevant experience in a UN system agency is considered an asset. Required skills include competence in inclusive education and child protection, coordination and partnership skills, and programme planning, monitoring, and evaluation skills.
Educational Background: A university degree in education, psychology, sociology, or another relevant child-rights technical field is required for this position. This educational background is essential to understand the complexities of child rights and education systems, particularly in the context of emergencies and inclusion.
Experience: The position requires a minimum of two years of professional experience in programme planning, management, and/or research in education. Specific focus on education in emergencies and inclusion is essential, and experience working in a developing country is considered an asset. Relevant experience in a UN system agency or organization is also advantageous.
Languages: Fluency in English and Arabic is required for this position. These language skills are crucial for effective communication and collaboration with stakeholders, partners, and beneficiaries in the region. Additional language skills may be considered an asset but are not mandatory.
