Job Overview: The Digital Transformation & EMIS Specialist position is crucial for the implementation of the Transitional Education Plan (TEP) 2025–2027 in Sudan, focusing on the digital transformation of education. The role involves supporting the Ministry of Education in developing and implementing a robust Education Management Information System (EMIS). The specialist will be responsible for the day-to-day execution of the Digital Transformation Strategy, ensuring effective collaboration with various stakeholders, including the National Teacher Training Center and partner organizations. The position requires a proactive approach to facilitate the integration of digital tools in education, enhance data management capabilities, and support capacity-building initiatives at various levels of the education system.
Duties and Responsibilities: The Digital Transformation & EMIS Specialist will have a comprehensive set of responsibilities, including: 1) Supporting the EMIS Pilot by coordinating the EMIS team's daily activities, ensuring smooth workflows, and providing technical and administrative support for the pilot operations. This includes managing user access, data validation, and overseeing the integration of the EMIS data warehouse. 2) Implementing the Digital Transformation Strategy by coordinating technical support for government initiatives, maintaining an implementation plan, and reporting on progress. The specialist will also assist in developing concept notes for digital transformation policies and facilitate workshops aligned with TEP goals. 3) Monitoring, Evaluation & Reporting by designing a harmonized M&E system for TEP implementation, managing user hierarchies, and producing periodic reports to support program management and donor reporting. The role requires strong communication and teamwork skills to ensure effective collaboration with various stakeholders.
Required Qualifications: Candidates must possess a Diploma or Advanced Diploma in ICT, Educational Technology, Information Systems, Computer Science, Data Science, or a related field. A combination of post-secondary certifications and relevant experience may also be considered. The position demands a solid understanding of ICT in education and the ability to navigate complex educational data systems.
Educational Background: The educational background required for this position includes a Diploma or Advanced Diploma in relevant fields such as ICT, Educational Technology, or Data Science. Candidates with equivalent qualifications and substantial experience in related areas may also be considered, emphasizing the importance of practical knowledge and skills in the field.
Experience: The ideal candidate should have at least 3 years of relevant experience in ICT-for-education, EMIS, or e-learning systems. Experience in supporting training initiatives for teachers and officials, as well as familiarity with government operations and multi-stakeholder partnerships, is essential. Experience in fragile or conflict-affected settings is considered an asset, highlighting the need for adaptability and resilience in challenging environments.
Languages: Proficiency in English, both written and spoken, is mandatory for this position. Additionally, working proficiency in Arabic is highly desirable, as it will facilitate communication with local stakeholders and enhance the effectiveness of the role.
