Job Overview: The consultancy position is focused on conducting a comprehensive legislative review and policy gap assessment in the context of Guyana's small and medium-scale gold mining sector. This role is crucial as it aims to identify and analyze existing legislative frameworks, including the Mining Act and Environmental Protection Act, to pinpoint gaps that hinder effective governance and sustainable practices in the sector. The consultant will be expected to engage with various stakeholders, including government agencies, local communities, and environmental organizations, to gather insights and promote policy coherence. The overarching goal is to strengthen the governance framework, enhance regulatory instruments, and support the sustainable management of mineral resources, particularly in light of the challenges posed by artisanal and small-scale gold mining operations.
Duties and Responsibilities:
Conduct a comprehensive legislative review of the Mining Act, Environmental Protection Act, and related regulations and policies.
Identify legislative, policy, and institutional gaps in the governance of the small and medium-scale gold mining sector.
Analyze the effectiveness of current frameworks in addressing environmental, social, occupational safety, and health issues.
Engage with stakeholders to gather input and promote policy coherence.
Develop recommendations for robust regulatory instruments to improve governance in the sector.
Prepare a detailed report outlining findings, gaps, and recommendations for policy and legislative improvements.
Support the Government of Guyana and UNDP in implementing strategies for sustainable mining practices and biodiversity protection.
Proven experience in legislative review, policy analysis, and governance frameworks, particularly in the mining sector.
Strong understanding of environmental regulations and sustainable development principles.
Excellent analytical and research skills, with the ability to synthesize complex information into clear recommendations.
Demonstrated ability to engage with diverse stakeholders and facilitate discussions on policy issues.
Strong written and verbal communication skills in English.
Educational Background: Candidates must possess an advanced degree (Master's or equivalent) in law, environmental policy, or a related field. A background in natural resource management or sustainable development is highly desirable, as it aligns with the objectives of the consultancy.
Experience: A minimum of 5 years of relevant experience in legislative review, policy analysis, and governance frameworks, particularly in the context of the mining sector. Experience working with international organizations, government agencies, or NGOs on similar projects is preferred. Familiarity with the socio-economic and environmental challenges faced by the mining sector in Guyana will be an asset.
Languages: Fluency in English is mandatory. Knowledge of additional languages relevant to the local context may be considered an advantage, but is not required.
