Job Overview: The position of Analyst within CHAI's Technical Support Unit (TSU) in Burkina Faso involves working closely with the Ministry of Health to enhance the efficiency and sustainability of health financing. The analyst will be responsible for conducting technical analyses that inform financial decisions and support the government's efforts to optimize planning, budgeting, and service organization in the health sector. This role requires strong quantitative skills and a solid understanding of health policies, particularly in the context of the Gavi 6.0 funding framework. The analyst will contribute to improving budget absorption and execution, as well as assist in the development and revision of vaccination plans at various administrative levels. The position is critical in supporting the government to navigate financial constraints while maintaining health system gains.
Duties and Responsibilities: The Analyst will undertake a variety of responsibilities, including but not limited to: conducting cost-effectiveness analyses, efficiency analyses, and budget analyses to inform financial decision-making; supporting vaccine portfolio analyses, including cost-impact modeling and operational cost analyses; conducting allocative analyses to guide prioritization in national health plans; assisting in the development and budgeting of vaccination sections of annual plans at central, regional, and district levels; contributing to the structuring of immunization plans within the Gavi 6.0 framework; identifying disbursement bottlenecks to improve budget absorption; acting as a strategic advisor to government officials; providing capacity building for government staff in data analysis; and participating in drafting presentations and reports for stakeholders regarding health system strengthening efforts in Burkina Faso.
Required Qualifications: Candidates must possess a Master’s degree in health economics, economics, statistics, public health, engineering, international development, or a related field. They should have 1-2 years of relevant experience in data analysis, consulting, health financing, economic modeling, or health programs. Experience in Sub-Saharan Africa or with a Ministry of Health is considered a significant asset. Candidates must demonstrate excellent analytical skills, particularly in modeling, costing, and efficiency analysis, and must have a strong command of Excel and data visualization skills. Additionally, they should have the ability to produce clear, structured, and data-driven technical notes, and possess a keen interest and understanding of health policy, health financing, and immunization.
Educational Background: The educational background required for this position includes a Master’s degree in a relevant field such as health economics, economics, statistics, public health, engineering, or international development. This advanced degree is essential to equip the candidate with the necessary knowledge and skills to perform complex analyses and contribute effectively to health financing strategies.
Experience: The position requires candidates to have 1-2 years of relevant experience. This experience can be in areas such as data analysis, consulting, health financing, economic modeling, or working with health programs. Familiarity with the health sector in Sub-Saharan Africa or direct experience with a Ministry of Health is highly advantageous and will enhance the candidate's ability to navigate the complexities of health financing in the region.
Languages: Fluency in French is mandatory, as it is the primary language of communication in Burkina Faso.
