The International Organization for Migration (IOM) was established in 1951 and is recognized as the leading intergovernmental organization in the field of migration. IOM works closely with governmental, intergovernmental, and non-governmental partners to promote humane and orderly migration for the benefit of all. The organization provides services and advice to governments and migrants alike. IOM Ethiopia’s Migration Management and Government (MMG) Unit collaborates with the Government of Ethiopia and various stakeholders to address migration-related needs and uphold the rights of individuals and communities. The Unit focuses on three main areas: Immigration and Border Governance (IBG), Labor Mobility and Social Inclusion (LMI), and Coordination and Capacity Development support (CCD). IOM’s IBG program specifically supports the Ethiopian government in enhancing policies, legislation, operational systems, and technical structures to effectively manage migration and border challenges.

Job Overview:
The IBG National Programme Officer will play a crucial role in assisting the implementation of IBG activities. This includes organizing workshops and meetings, participating in discussions with project partners and government counterparts, developing work plans, and engaging in monitoring and evaluation activities. The officer will also be responsible for organizing capacity-building activities, which involves developing agendas, identifying venues, and managing logistical arrangements. Additionally, the officer will compile and analyze information related to IBG topics and present findings to senior management, government officials, and donors. The role requires the preparation and delivery of project presentations and training activities, as well as liaising with Ethiopia’s Immigration and Citizenship Service and other border-related agencies to support joint activities. The officer will contribute to reporting and communications efforts by drafting reports and producing visibility products in line with donor requirements and IOM guidelines. Travel may be required to support project implementation.

Duties and Responsibilities:
  • Assist the IBG National Programme Officer and IBG Project Officer in implementing IBG activities, including organizing workshops and meetings, participating in discussions with project partners and government counterparts, developing work plans, and engaging in monitoring and evaluation activities.
  • Organize capacity-building activities for IBG, which includes developing agendas, identifying venues, facilitating invitations, preparing materials, completing administrative requirements, and making logistical arrangements.
  • Compile, summarize, analyze, and present information on IBG topics to IOM senior management, government officials, and donors.
  • Prepare and deliver project presentations and facilitate training activities related to IBG.
  • Liaise with Ethiopia’s Immigration and Citizenship Service and other border-related agencies to provide logistical support for joint IOM and Government of Ethiopia IBG activities.
  • Contribute to IBG program reporting and communications by drafting and editing reports for capacity-building events and other project activities, interim donor reports, and producing/updating briefing notes and visibility products.
  • Undertake duty travel as necessary to support project activities under IOM Ethiopia’s IBG programming.
  • Perform other duties as assigned.

Required Qualifications:
Candidates must possess a school diploma with five years of relevant experience, or a Bachelor’s degree in political or social sciences, international relations, development studies, migration studies, human rights, law, or related fields from an accredited academic institution with three years of relevant professional experience. Accredited universities are those listed in the UNESCO World Higher Education Database.

Educational Background:
The educational background required for this position includes a school diploma with five years of relevant experience or a Bachelor’s degree in a relevant field such as political or social sciences, international relations, development studies, migration studies, human rights, law, or related fields from an accredited institution. The degree must be from a university recognized by the UNESCO World Higher Education Database.

Experience:
Candidates should have experience working with international organizations, non-governmental organizations, or governmental institutions. They should possess knowledge of migration, border management, and the protection of migrant rights. Experience in liaising with governmental authorities, national/international institutions, United Nations agencies, and NGOs is essential. Additionally, experience working with migrants, refugees, internally displaced persons, victims of trafficking, and other vulnerable groups is highly desirable.

Languages:
Fluency in English and Amharic (both oral and written) is required for this position. A working knowledge of other local languages is considered desirable. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Ethiopia will be eligible for consideration. The appointment will be contingent upon certification of medical fitness, verification of residency, visa, and necessary authorizations by the concerned government.
