Job Overview:
The position involves delivering a comprehensive, structured, and practical capacity-building program aimed at equipping financial experts and program staff at national, regional, and woreda levels with the necessary technical knowledge, applied skills, and institutional systems for the effective implementation of GCF (Green Climate Fund)-funded projects and programs. The role is crucial in ensuring that the Ministry of Finance's GCF portfolio is implemented efficiently, transparently, and in full compliance with GCF’s fiduciary, procurement, environmental, social, and gender standards. Additionally, the assignment aims to create a sustainable pool of trained experts who can further disseminate knowledge and skills throughout the Ministry of Finance and the Climate Resilient Green Economy (CRGE) Facility, as well as subnational entities. The assignment is expected to last for 120 working days over a period of 6 months, emphasizing the importance of building local capacity and ensuring long-term sustainability in project implementation.

Duties and Responsibilities:
The duties and responsibilities for this position include:
  • Designing and delivering a capacity-building program tailored to the needs of financial experts and program staff at various levels of government.
  • Developing training materials and resources that align with GCF fiduciary standards and procedures.
  • Conducting workshops, seminars, and training sessions to enhance the skills and knowledge of participants.
  • Collaborating with stakeholders, including government officials and local entities, to ensure the program meets the specific needs of the GCF portfolio.
  • Monitoring and evaluating the effectiveness of the training program and making necessary adjustments based on feedback.
  • Providing ongoing support and guidance to trained experts to facilitate knowledge transfer and application in their respective roles.
  • Ensuring compliance with GCF standards throughout the training and implementation processes.
  • Reporting on progress and outcomes of the capacity-building initiatives to UNDP and relevant stakeholders.

Required Qualifications:
Candidates must possess a strong understanding of GCF fiduciary standards and procedures, as well as experience in capacity building and training within the context of financial management and project implementation. Additionally, candidates should demonstrate excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders. A proven track record in developing training programs and materials is essential, along with the ability to adapt content to meet the needs of various audiences. Candidates should also be proficient in using digital tools and platforms for training delivery and engagement.

Educational Background:
A minimum of a bachelor’s degree in finance, economics, public administration, or a related field is required. A master’s degree or equivalent qualification in a relevant discipline is preferred. Candidates should have a solid academic background that supports their understanding of financial management principles and practices, particularly in relation to international development and climate finance.

Experience:
Candidates should have at least 5 years of relevant professional experience in financial management, project implementation, or capacity building, particularly in the context of international development or climate finance. Experience working with government entities or international organizations is highly desirable. Familiarity with GCF processes and standards will be considered an asset, as will experience in training and mentoring professionals in the public sector.

Languages:
Fluency in English is mandatory, as it is the working language of the position. Knowledge of local languages spoken in Ethiopia would be considered an advantage, as it may facilitate better communication and engagement with local stakeholders.

The position is a contract-based role for a duration of 120 working days over a period of 6 months.
