In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment:

> International Research and Training Institute for the Advancement of Women (INSTRAW)
> Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI)
> United Nations Development Fund for Women (UNIFEM)
The main roles of UN Women are:
> To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms.
> To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society.
> To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview: The consultant will lead the development of a comprehensive Gender Parity Strategy for the UN Country Team (UNCT) in Ethiopia. This role involves collaborating with various stakeholders, including the UN Resident Coordinator’s Office and gender focal points, to assess current practices and develop actionable strategies to enhance gender parity within the UNCT. The consultant will be responsible for preparing an inception report, conducting consultations, designing surveys, analyzing data, and drafting the Gender Parity Strategy. The ultimate goal is to create a strategy that not only meets quantitative targets but also fosters an inclusive workplace culture within the UN system in Ethiopia.
Duties and Responsibilities:
Prepare an inception report detailing methodology, timeline, and stakeholder engagement plan.
Organize a technical briefing session with the Gender Working Group and Human Resources Working Group.
Conduct consultations with UNCT agencies, gender focal points, and HR personnel.
Map existing resources and initiatives related to gender parity within the UNCT.
Analyze survey and consultation data to propose interventions for improved inclusivity.
Draft the Gender Parity Strategy aligned with UN system standards.
Develop a detailed implementation plan with budget estimates and specific interventions.
Propose a monitoring, evaluation, and reporting framework. 1
Present the draft strategy to the UNCT and incorporate feedback before final submission.
Required Qualifications: Candidates must possess a Master’s degree in Gender Studies, Human Rights, Social Sciences, Public Administration, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Candidates should demonstrate substantive knowledge and experience in gender equality policies and practices, as well as the ability to perform qualitative and quantitative research. Strong analytical skills and the ability to advocate for evidence-based policy advice are essential.
Educational Background: A Master’s degree in a relevant field such as Gender Studies, Human Rights, Social Sciences, or Public Administration is required. Alternatively, a first-level university degree with additional qualifying experience may be considered. The educational background should reflect a strong foundation in gender issues and related fields.
Experience: A minimum of 5 years of experience in gender mainstreaming and strategy development is required. Candidates should have previous experience in developing gender parity strategies or related documents within a country context. Familiarity with the UN system and inter-agency coordination mechanisms is advantageous. Proven experience in conducting organizational culture assessments and policy development is essential, along with experience in gender data collection and analysis.
Languages: Fluency in English is mandatory. Knowledge of Amharic or other local languages is considered an asset, enhancing the consultant's ability to engage with local stakeholders effectively.
