Job Overview:
The Local Manager position is crucial for the successful implementation of the Social Territories Programme in Rio de Janeiro. This role involves working closely with the UN-Habitat operational and technical teams to support field research activities aimed at identifying and assisting vulnerable urban populations. The Local Manager will be responsible for overseeing fieldwork, ensuring compliance with safety protocols, and managing relationships with municipal agencies. The position requires a proactive approach to data collection and community engagement, with a focus on integrating marginalized populations into public services and urban planning processes. The Local Manager will report directly to the Head of the Brazil Office and will play a key role in achieving the objectives of the programme.

Duties and Responsibilities:
The Local Manager will have a diverse set of responsibilities, including:
  • Implementing active search work plans in the field to meet daily questionnaire quotas.
  • Supporting the entry into new territories and managing ongoing research activities.
  • Coordinating with municipal public agencies to optimize fieldwork.
  • Overseeing compliance with safety protocols and proper use of equipment.
  • Reporting daily on research progress and statistics for designated territories.
  • Checking research software for issues that may affect progress.
  • Designing effective strategies for fieldwork methodology, including door-to-door surveys.
  • Providing logistical and organizational support for local events and family visits.
  • Maintaining professional relationships with programme counterparts. 1
  • Disseminating updated information about the programme within designated areas. 1
  • Ensuring that technical activities align with quality expectations of the agency and its partners. 1

Required Qualifications:
Candidates must possess a High School Diploma or equivalent, with additional relevant experience considered as a substitute for formal education. A minimum of four years of experience in research, data collection, or conducting interviews in vulnerable communities is required. Previous experience within the UN System is desirable. Candidates should demonstrate proficiency in technological tools and data collection applications, such as Survey123, along with good computer skills in Microsoft Office and Excel. Competencies in professionalism, planning, organization, communication, teamwork, and knowledge management are essential for success in this role.

Educational Background:
The educational requirement for this position is a High School Diploma. However, candidates with additional relevant experience beyond the educational requirement may also be considered. This flexibility allows for a broader range of applicants who may have gained valuable skills and knowledge through practical experience in the field.

Experience:
The position requires a minimum of four years of relevant work experience, particularly in research, data collection, and community engagement. Experience working in vulnerable communities is essential, and familiarity with the UN System is an advantage. Candidates should have a proven track record of managing fieldwork and collaborating with various stakeholders in urban settings.

Languages:
Fluency in Portuguese is mandatory for this position, as it is essential for effective communication within the local context. Additionally, knowledge of English and French, which are the working languages of the United Nations Secretariat, is desirable. Proficiency in any other UN working language would also be beneficial.

Additional Notes:
The position is based in Rio de Janeiro, Brazil, and is expected to last for three months, with the possibility of renewal depending on performance and funding availability. The consultant will receive a monthly allowance of BRL 4,465.88 (net amount) upon approval of monthly activity reports by the Head of the Brazil Office. This appointment is on a local basis, and only Brazilian nationals or candidates with a permanent visa in Brazil may apply.
