Job Overview: The Programme Analyst will report to the Head of the Brazil Office and is expected to perform obligations related to the implementation of urban development projects. This role involves close collaboration with UN-Habitat’s operational and technical teams to ensure the successful execution of the work programme. The Programme Analyst will play a crucial role in supporting the project aimed at improving municipal infrastructure and social housing options in the Izidora region of Belo Horizonte, which is characterized by significant urban challenges and informal settlements. The position requires a proactive approach to project management, technical support, and stakeholder engagement to achieve the objectives of the Habitat Agenda and the Sustainable Development Goals.
Duties and Responsibilities: The Programme Analyst will have a diverse set of responsibilities, including: 1) Providing technical advice and support for the execution of ongoing and new projects. 2) Coordinating the overall implementation of the project’s work programme, ensuring activities are developed, approved, and executed effectively. 3) Maintaining communication with local partners, including government entities, civil society organizations, and the private sector. 4) Performing administrative and management tasks to ensure projects meet deadlines, budgets, and quality standards. 5) Supporting capacity building, data management, public policy development, and strategic planning related to urban development. 6) Documenting meetings and activities, preparing reports, and sharing successful practices with other offices. 7) Identifying and mitigating project risks and challenges. 8) Participating in missions and completing required training courses, including security" style="border-bottom: 1px dotted #007bff !important;">security training. 9) Ensuring compliance with UN-Habitat’s security mechanisms and accountability frameworks.
Required Qualifications: Candidates must possess a postgraduate degree in Architecture & Urbanism, Public Administration, Political Science, Urban Studies, Public Policy, or related fields. Alternatively, a bachelor's degree in these fields along with three additional years of relevant experience is acceptable. A minimum of six years of progressively responsible experience in urban project/programme management is required, with a focus on urban development in Brazil. Experience in public policies, social and urban development, and stakeholder coordination is essential. Previous experience within the UN System is desirable. Candidates should also demonstrate proficiency in computer skills and project management methodologies.
Educational Background: The educational requirements for this position include a postgraduate degree (Lato Sensu or Stricto Sensu) in relevant fields such as Architecture & Urbanism, Public Administration, Political Science, Urban Studies, or Public Policy. A bachelor's degree in these areas is also required, along with significant relevant experience in lieu of a postgraduate degree.
Experience: The position requires a minimum of six years of progressively responsible experience in project or programme management, specifically related to urban themes. Candidates should have professional experience in urban development within Brazil, as well as experience in public administration and social development. Familiarity with the UN System is considered an asset, and candidates should demonstrate a strong background in managing urban projects and engaging with various stakeholders.
Languages: Fluency in Portuguese is mandatory for this position, as it is the primary working language in Brazil. Additionally, working knowledge of English or Spanish is desirable, given that English and French are the working languages of the United Nations Secretariat, and Spanish is used in the Regional Office.
Additional Notes: The position is based locally in Brazil, and only nationals or permanent visa holders may apply. The contract is for a duration of two months, with the possibility of extension based on performance and funding availability. The consultant will receive a monthly allowance upon approval of activity reports by the Head of Brazil Office. Travel may be required for project-related activities, and all missions will be coordinated and financed by UN-Habitat according to UN travel guidelines.
