Job Overview:
The Junior Consultant for development coordination within the General Secretariat is tasked with supporting the implementation of development coordination initiatives within the Government of Montenegro. This role is crucial for ensuring that development strategies align with national priorities and international commitments. The consultant will work closely with various stakeholders, including government officials, civil society, and international partners, to facilitate effective communication and collaboration. The position requires a proactive approach to problem-solving and the ability to adapt to changing circumstances in the development landscape. The consultant will also be expected to contribute to the preparation of reports, policy briefs, and other documentation that supports the development coordination efforts of the General Secretariat.

Duties and Responsibilities:
The duties and responsibilities of the Junior Consultant include, but are not limited to:
  • Assisting in the coordination of development initiatives and ensuring alignment with national strategies.
  • Supporting the preparation and organization of meetings, workshops, and consultations with stakeholders.
  • Conducting research and analysis on development issues relevant to Montenegro.
  • Drafting reports, policy briefs, and other documentation to support decision-making processes.
  • Facilitating communication between the General Secretariat and various partners, including government agencies, NGOs, and international organizations.
  • Monitoring and evaluating the progress of development initiatives and providing feedback for improvement.
  • Contributing to capacity-building efforts for government officials and other stakeholders involved in development coordination.

Required Qualifications:
The position requires a set of qualifications that include:
  • Strong analytical and research skills, with the ability to synthesize complex information.
  • Excellent communication skills, both written and verbal, in order to effectively convey ideas and information.
  • Proficiency in project management and coordination, with a focus on development initiatives.
  • Familiarity with the development landscape in Montenegro and the broader region.
  • Ability to work collaboratively in a team environment and engage with diverse stakeholders.
  • Strong organizational skills and attention to detail, ensuring that tasks are completed efficiently and accurately.

Educational Background:
Candidates for the Junior Consultant position should possess at least a bachelor's degree in a relevant field such as international relations, public administration, development studies, or a related discipline. A master's degree would be an advantage, as it demonstrates a higher level of expertise and understanding of complex development issues.

Experience:
The ideal candidate should have a minimum of 1-2 years of relevant experience in development coordination, project management, or a related field. Experience working with government agencies, international organizations, or NGOs in Montenegro or the region is highly desirable. Familiarity with UNDP's mission and operations will be considered an asset, as it indicates an understanding of the organization's goals and methodologies.

Languages:
Fluency in English is mandatory, as it is the working language of UNDP and essential for communication with international partners. Knowledge of Montenegrin or Serbian is highly desirable, as it facilitates engagement with local stakeholders and enhances the consultant's effectiveness in the role. Additional languages may be considered an asset, particularly those relevant to the region.

The contract for this position is for a fixed term, running from January 15, 2026, to December 15, 202
  • This is a full-time position, and the consultant will be expected to work closely with the General Secretariat and other partners throughout the duration of the assignment. The role may involve occasional travel within Montenegro to engage with stakeholders and attend meetings. Compensation will be commensurate with experience and in line with UNDP's policies for individual contractors.
