Job Overview: The position of Consultant national en IA appliquée à la réinsertion et gestion pénitentiaire involves applying artificial intelligence techniques to enhance reintegration processes and penitentiary management in Algeria. The consultant will be expected to leverage AI technologies to develop innovative solutions that can improve the efficiency and effectiveness of rehabilitation programs for individuals in the penal system. This role requires a deep understanding of both AI applications and the specific challenges faced in the penitentiary context. The consultant will work closely with various stakeholders, including government agencies, NGOs, and community organizations, to implement AI-driven strategies that support reintegration efforts and improve overall management of penitentiary facilities. The consultant will also be responsible for conducting assessments, providing recommendations, and ensuring that the AI solutions are tailored to the local context and needs.
Duties and Responsibilities: The consultant will have a range of duties and responsibilities, including but not limited to:
Conducting a comprehensive analysis of the current penitentiary management systems and reintegration processes in Algeria.
Identifying opportunities for the application of artificial intelligence to enhance these processes.
Collaborating with local authorities and stakeholders to design and implement AI-driven solutions.
Developing training materials and conducting workshops for penitentiary staff on the use of AI tools and technologies.
Monitoring and evaluating the effectiveness of implemented AI solutions and making necessary adjustments based on feedback and results.
Preparing detailed reports and presentations on findings, recommendations, and progress made during the consultancy period.
Ensuring compliance with ethical standards and best practices in the use of AI in the penitentiary context.
Engaging with international experts and resources to bring best practices to the local setting.
Required Qualifications: Candidates must possess a strong background in artificial intelligence, data analysis, and project management. A proven track record of working in penitentiary systems or related fields is highly desirable. Additionally, candidates should demonstrate excellent communication skills, both written and verbal, and the ability to work collaboratively with diverse teams. Familiarity with the legal and ethical considerations surrounding the use of AI in social contexts is also required. Candidates should be adaptable, innovative, and capable of working under pressure to meet deadlines.
Educational Background: A minimum of a Master's degree in Computer Science, Artificial Intelligence, Data Science, or a related field is required. Additional certifications or training in AI applications, data analytics, or project management will be considered an asset. Candidates with a background in social sciences or criminal justice, combined with technical expertise in AI, will also be viewed favorably.
Experience: Candidates should have at least 5 years of professional experience in the field of artificial intelligence, with specific experience in applying AI solutions in social or governmental contexts. Experience working with penitentiary systems or rehabilitation programs is highly advantageous. Proven experience in project management and stakeholder engagement is also essential, as the consultant will need to navigate complex environments and foster collaboration among various parties.
Languages: Fluency in French and Arabic is mandatory, as these are the primary languages used in Algeria. Proficiency in English is considered a strong asset, as it may be necessary for engaging with international stakeholders and accessing global resources.
Additional Notes: The consultancy is expected to last for 12 months, from December 2025 to November 2026, with a total of 45 working days spread throughout the contract duration. This position is classified as an individual contractor role, and candidates should be prepared to submit their proposals through the UNDP's supplier portal. The consultant will be expected to work both independently and as part of a team, and flexibility in working hours may be required to accommodate project needs.
