Job Overview:
The position of International Consultant is crucial for the UNDP's Digital Transformation of Social Protection Project in Moldova. The consultant will be tasked with supporting the Ministry of Labour and Social Protection in conceptualizing a data warehouse system. This role requires a deep understanding of data management and social protection systems, as well as the ability to collaborate effectively with government officials and stakeholders. The consultant will be expected to provide expert advice, develop strategic frameworks, and ensure that the data warehouse aligns with national policies and international best practices. The consultant will also be responsible for conducting assessments, facilitating workshops, and providing training to local staff to ensure the sustainability of the project outcomes.

Duties and Responsibilities:
The International Consultant will have a comprehensive set of responsibilities, including but not limited to:
  • Conducting a thorough analysis of the current data management practices within the Ministry of Labour and Social Protection.
  • Developing a detailed conceptual framework for the data warehouse system, ensuring it meets the needs of various stakeholders.
  • Collaborating with IT specialists to design the technical specifications for the data warehouse.
  • Facilitating stakeholder consultations and workshops to gather input and feedback on the proposed system.
  • Providing recommendations for data governance, security" style="border-bottom: 1px dotted #007bff !important;">security, and privacy measures.
  • Preparing comprehensive reports and presentations to communicate findings and recommendations to the Ministry and UNDP.
  • Training Ministry staff on the use and maintenance of the data warehouse system.
  • Ensuring that the project adheres to timelines and budget constraints, while also meeting quality standards.

Required Qualifications:
Candidates must possess a strong background in data management, social protection systems, and project management. A proven track record of working with government agencies and international organizations is essential. Additionally, candidates should demonstrate excellent analytical and problem-solving skills, as well as the ability to communicate complex concepts clearly to diverse audiences. Familiarity with the socio-economic context of Moldova and experience in digital transformation initiatives will be considered an asset.

Educational Background:
A Master's degree in a relevant field such as Public Administration, Social Sciences, Information Technology, or a related discipline is required. A PhD or equivalent advanced degree will be an advantage. Candidates should also have relevant certifications in data management or project management.

Experience:
A minimum of 5 years of professional experience in data management, social protection, or related fields is required. Experience working with international organizations, particularly in the context of digital transformation projects, is highly desirable. Candidates should also have experience in conducting assessments and developing strategic frameworks for data systems.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Romanian or Russian is considered an asset, as it will facilitate communication with local stakeholders and enhance the effectiveness of the consultant's work.

Additional Notes:
This position is offered as an individual contractor role, and the contract duration will be determined based on the project needs. The consultant is expected to work full-time during the assignment period. Compensation will be commensurate with experience and in line with UNDP standards. The position is open to international applicants, and UNDP encourages diversity in its workforce.
