Job Overview:
The Programme Policy Officer (AAP/GPI) will play a crucial role in ensuring that WFP has effective accountability systems in place to safeguard the dignity and integrity of affected populations. This position is vital for ensuring that assistance is accessible to all vulnerable individuals based on their specific needs. The officer will lead the AAP/GPI unit, which focuses on integrating accountability, gender, protection, and inclusion considerations into all WFP programs and operations. The role involves close collaboration with internal and external stakeholders, aligning unit priorities with WFP’s objectives in Lebanon, and enhancing the capacities of WFP staff and partners. The officer will also serve as the focal point for Protection from Sexual Exploitation and Abuse (PSEA), ensuring compliance with corporate standards and coordination with inter-agency networks.

Duties and Responsibilities:
  • Develop and manage a variety of projects and processes, ensuring alignment with WFP policies and guidance.
  • Provide project management support for complex programs, ensuring compliance with WFP standards.
  • Establish and coordinate data gathering and monitoring systems to maintain high-quality standards.
  • Conduct research and analysis on policy and operational issues to inform program development.
  • Prepare accurate and timely reports on programs and activities for informed decision-making.
  • Liaise with internal and external counterparts to ensure effective collaboration and monitor project progress.
  • Identify and manage partnerships to enhance food assistance packages.
  • Build the capacity of WFP staff, partners, and government entities to respond to food assistance needs.
  • Guide and supervise junior staff, providing support and acting as a point of reference. 1
  • Perform other related duties as required.

Required Qualifications:
Candidates must possess prior experience in integrating accountability, gender, protection, and disability inclusion into design" style="border-bottom: 1px dotted #007bff !important;">program design and implementation, preferably in a humanitarian context. A strong understanding of humanitarian accountability frameworks and policies for preventing sexual exploitation and abuse is essential. Candidates should demonstrate the ability to manage projects, lead teams, and coordinate with multiple stakeholders. Excellent communication skills, both verbal and written, are required, along with strong interpersonal skills and the ability to promote collaboration. Analytical skills, time management, and proficiency in MS Office tools are also necessary.

Educational Background:
An advanced university degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or a related field is required. Alternatively, a first university degree with additional years of relevant work experience and/or training may be accepted.

Experience:
At least three years of post-graduate professional experience in accountability, gender, protection, and inclusion considerations in program design and implementation, preferably in a humanitarian setting. Candidates with a first university degree should have at least five years of similar experience, with at least two years in a managerial capacity.

Languages:
Fluency in both oral and written communication in English and Arabic is mandatory. Knowledge of French is desirable.
