Job Overview: The Programme Finance Associate plays a crucial role in supporting the development and implementation of effective regional and country programmes by providing essential administrative and financial support to UNFPA’s initiatives. This position is integral to ensuring that the programmes are delivered efficiently and effectively, aligning with UNFPA’s strategic goals. The Programme Finance Associate will work closely with the Programme Specialist and the International Operations Manager, contributing to various aspects of financial management, operational guidance, and programmatic support. The role requires a proactive approach to assist the programme team in managing knowledge and facilitating programme implementation, ensuring that all activities are compliant with UNFPA guidelines. The Programme Finance Associate will also be involved in monitoring and evaluating programme performance, thereby playing a key role in enhancing the overall effectiveness of UNFPA’s operations in the region.
Duties and Responsibilities: The Programme Finance Associate will be responsible for a wide range of duties, including but not limited to: assisting the programme team in providing support to implementing partners by maintaining accessible contact lists and facilitating knowledge management; aiding in the formulation of programmes and work plans, ensuring compliance with implementation guidelines; collating programme-related information and procurement needs; monitoring and following up with implementing partners on the submission of progress and financial reports; supporting HACT assurance activities in collaboration with the finance team; coaching implementing agencies on UNFPA financial rules and regulations; managing administrative matters including requisitions, payments, and inventory management; coordinating travel arrangements for staff and non-staff; preparing logistical and financial arrangements for meetings and events; maintaining an organized filing system and online database of implementing partners; preparing briefs and documentation for official missions and events; ensuring effective communication flows within the unit and with external counterparts; and performing ad-hoc duties as required by the Programme Specialist related to monitoring and evaluation of the country programme.
Required Qualifications: Candidates must possess completed secondary level education as a minimum requirement, with a preference for those holding a first-level university degree (Bachelor's) in Public/Business Administration, Finance, Commerce, Accountancy, or a related field. A strong understanding of programme support, monitoring, and evaluation is desirable, along with good writing and communication skills to draft clear and concise correspondence. Previous experience in the United Nations system is advantageous, as well as strong interpersonal, planning, organizational, and multi-tasking skills. Candidates should demonstrate the ability to work independently and harmoniously in a multi-cultural environment, maintaining tact and discretion in all dealings. Proficiency in MS Office and familiarity with Atlas/PeopleSoft is considered an asset.
Educational Background: The educational background required for this position includes completed secondary education as a minimum, with a strong preference for candidates who have obtained a first-level university degree (Bachelor's) in relevant fields such as Public/Business Administration, Finance, Commerce, or Accountancy. This educational foundation is essential for understanding the complexities of programme finance and administration within the context of UNFPA's operations.
Experience: Candidates should have a minimum of six (6) years of relevant experience in programme administration, finance, or office management. Experience in research assistance and a general understanding of programme support, monitoring, and evaluation are desirable. The role requires a candidate who can demonstrate good writing and communication skills, as well as the ability to work effectively in a team-oriented environment.
Languages: Fluency in English is mandatory, and knowledge of the local language is also required. This linguistic proficiency is essential for effective communication within the diverse cultural context of the Marshall Islands and for engaging with various stakeholders involved in UNFPA's programmes.
