The World Health Organization (WHO) Country Office in Ukraine was established in 1994 with the mission to support the sustainable health development of the country. The office is staffed by approximately 300 professionals who provide technical expertise and build national capacity on health-related matters. The WHO Ukraine Country Cooperation Strategy for 2024-2030 focuses on three key priorities: ensuring access to universal quality health services for all, preventing and reducing major health risks, and building robust institutions. The organization operates in close collaboration with national institutions and international partner agencies to implement its priorities and maintain the resilience of Ukraine's health system amid ongoing challenges.

Job Overview:
The logistics-officer" style="border-bottom: 1px dotted #007bff !important;">Logistics Officer position is part of the Operations Support and Logistics (OSL) team within the WHO Health Emergencies Program (WHE). The incumbent will report to the OSL Lead Customs Clearance Officer and work under the guidance of the Incident Manager and the Head of the WHO Country Office. This role requires close collaboration with OSL team members and involves supporting logistics operations, managing upstream logistics, and ensuring compliance with reporting tasks. The Logistics Officer will play a crucial role in enhancing the efficiency of logistics activities, managing data quality, and ensuring the timely delivery of health commodities and services to populations affected by emergencies in Ukraine. The position is vital for maintaining organized documentation and facilitating communication with relevant authorities and partners.

Duties and Responsibilities:
The Logistics Officer will be responsible for a variety of tasks, including:
  • Providing timely assistance to the Logistics Officer in managing upstream logistics operations and official reporting tasks related to the Ministry of Social Policy (MSP) and Kyiv City State Administration (KMDA).
  • Supporting the preparation, consolidation, and submission of official reports to relevant authorities, ensuring accuracy and compliance with WHO procedures.
  • Maintaining organized documentation, including proper filing of correspondence, reports, and records shared with MSP, KMDA, and other partners.
  • Entering, verifying, and maintaining data from warehouse and logistics systems into the MSP Humanitarian Aid Distribution Portal.
  • Regularly cross-checking and reconciling information between internal WHO systems and external databases.
  • Maintaining and updating the distribution database on a monthly basis, ensuring proper recording of dispatched and received consignments.
  • Compiling monthly distribution summaries and dashboards for reporting to partners and authorities.
  • Following up with third-party warehouse and transport service providers to ensure timely return of shipping documents.
  • Managing archives related to inbound and outbound shipments, ensuring all tracking sheets and reporting tools are updated. 1
  • Providing general administrative and logistical support to the OSL team as required, with responsibilities potentially changing based on operational needs.

Required Qualifications:
Candidates must possess strong organizational skills, attention to detail, and the ability to work collaboratively in a team environment. Proficiency in data management and reporting is essential, along with experience in logistics operations. Familiarity with WHO procedures and guidelines is highly desirable. The candidate should demonstrate effective communication skills and the ability to interact with various stakeholders, including government authorities and logistics partners. A proactive approach to problem-solving and the ability to adapt to changing circumstances are also important qualifications for this role.

Educational Background:
A bachelor's degree in logistics, supply chain management, public health, or a related field is required. Additional certifications in logistics or project management are advantageous. Candidates with relevant academic qualifications and practical experience in logistics or health-related fields will be given preference.

Experience:
A minimum of two years of relevant professional experience in logistics, supply chain management, or related fields is required. Experience working in emergency response or humanitarian settings is highly desirable. Familiarity with health systems and the ability to navigate complex operational environments will be beneficial for candidates applying for this position.

Languages:
Fluency in English is mandatory, while proficiency in Ukrainian or Russian is highly desirable. Knowledge of additional languages may be considered an asset, particularly in enhancing communication with local stakeholders and partners.

Additional Notes:
This position is a national UN Volunteer assignment, and the volunteer is responsible for organizing their own accommodation. The contract duration is specified in the vacancy announcement, with the possibility of extensions based on funding availability and performance. The position is full-time, and the volunteer will receive a monthly Volunteer Living Allowance (VLA) of USD 1270 to cover living expenses. Additional benefits include a one-time entry lump sum payment of USD 400, medical and life insurance coverage, and various leave entitlements, including annual leave, learning leave, and sick leave.
