Job Overview:
The consultant will support UNICEF Ukraine in developing interactive Power BI dashboards under the SPIRIT Programme. The primary goal is to enhance project management, program and grant monitoring, and coordination of technical assistance with various stakeholders, including donors and implementing partners. The dashboards will consolidate data from multiple sources into user-friendly, interactive formats that provide real-time insights into project implementation and technical assistance flows. The consultant will be responsible for the entire data cycle, including data collection, cleaning, validation, and structuring, ensuring the quality and reliability of the information. The dashboards must be designed to be modern, interactive, and fully automated, with user guides and training provided to ensure sustainability and long-term use.

Duties and Responsibilities:
  • Develop and deliver several Power BI dashboards that enhance coordination among the Ministry of Social Policy, Family and Unity, donors, and implementing partners.
  • Create a dashboard to support the coordination of international technical assistance, summarizing information from stakeholders.
  • Launch core versions of dashboards and incorporate user feedback to enhance functionalities.
  • Ensure dashboards are user-friendly and visually appealing, providing real-time insights into project statuses and technical assistance flows.
  • Conduct training sessions for UNICEF and Ministry staff to ensure knowledge transfer and sustainability of the dashboard systems.
  • Establish data quality protocols and resolve data gaps or inconsistencies.
  • Collaborate with Ministry staff, donors, and implementing partners as needed to optimize data flows and enhance dashboard functionalities.

Required Qualifications:
  • Master’s degree or equivalent in Information Systems, Data Science, Data Analytics, Computer Science, Business Analytics, Communications, International Development, or a related field.
  • A Bachelor’s degree in a relevant field with 2 additional years of relevant professional experience is acceptable in lieu of a Master's degree.
  • Minimum of 5 years of progressively responsible experience in business intelligence and data analytics & visualization with a Master's degree or 7 years with a Bachelor's degree.
  • At least 3 years of proven Power BI experience designing and building dashboards for government and public sector organizations.
  • Understanding of social protection, welfare, or public policy data systems.
  • Knowledge of data governance and security" style="border-bottom: 1px dotted #007bff !important;">security requirements for sensitive social data.
  • Previous work experience in Ukraine is preferred.

Educational Background:
Candidates must possess a Master’s degree or equivalent in relevant fields such as Information Systems, Data Science, Data Analytics, Computer Science, Business Analytics, Communications, International Development, or a related field. A Bachelor’s degree in the relevant field is acceptable if accompanied by 2 additional years of relevant professional experience.

Experience:
The position requires a minimum of 5 years of progressively responsible experience in business intelligence and data analytics & visualization for candidates with a Master's degree, or a minimum of 7 years for those with a Bachelor's degree. Candidates should have at least 3 years of proven experience specifically with Power BI, particularly in designing and building dashboards for government and public sector organizations, along with a solid understanding of social protection and welfare data systems.

Languages:
Proficient/Native [C2] in Ukrainian and English is mandatory. Knowledge of additional languages may be considered an asset but is not required.

Additional Notes:
The consultancy is expected to be completed by February 2026, with specific deliverables and deadlines outlined for each dashboard version. The consultant will be compensated based on the submission of agreed deliverables, and UNICEF reserves the right to withhold payment if the deliverables do not meet required standards. Selected candidates will undergo rigorous reference and background checks, and must adhere to UNICEF's policies regarding conduct and safeguarding. The position is not considered a staff member role, and consultants are responsible for their tax liabilities and ensuring valid visas and health insurance for the duration of the contract.
