Job Overview:
The National Project Officer will play a crucial role in supporting the implementation of the ILO's Decent Work Country Programme for Ukraine, which is set to commence in 202
  • This position is integral to the ILO's efforts to enhance skills, employment, enterprise development, social protection, and labor reforms in Ukraine, aligning the country's labor market institutions with international standards and EU regulations. The officer will work closely with the Programme Manager and project team members to ensure that project outcomes related to employment policy and productive employment are achieved. This includes providing technical advisory services to partners and beneficiaries, promoting ILO policies, and supporting the implementation of interventions aimed at fostering productive employment and decent work. The role requires collaboration with various stakeholders, including government agencies, NGOs, and other UN agencies, to create a supportive environment for achieving project objectives.

Duties and Responsibilities:
  • Support the Project Manager in the daily implementation of project activities, ensuring alignment with project objectives and strategies.
  • Collaborate with partners to design and revise annual work plans and budget proposals, focusing on institutional capacity development and gender equality.
  • Develop and review statistical data and employment policy documents, ensuring technical quality and presenting findings at national dialogue events.
  • Provide technical advisory services on employment policy, particularly in the design and implementation of the National Employment Strategy.
  • Establish effective partnerships with ILO constituents, donors, NGOs, and private sector organizations to support productive employment initiatives.
  • Monitor project progress, verify reports, and ensure clarity and consistency in documentation.
  • Coordinate with technical officers and counterparts to expedite project implementation and meet targets.
  • Assist in resource programming and control, preparing budget estimates and expenditure forecasts.
  • Contribute to the preparation of technical reports and progress updates for various stakeholders. 1
  • Participate in conferences, workshops, and training sessions, representing the project as needed. 1
  • Provide briefings and relevant information to ILO specialists and project experts. 1

Required Qualifications:
Candidates must possess a first-level university degree in economics, public policies, development studies, or a relevant field. Additionally, they should have a strong understanding of employment policy and project implementation, particularly in the context of labor market institutions. Knowledge of program and budget administration, evaluation concepts, and the ILO's mandate is essential. Candidates should demonstrate strong analytical skills, effective communication abilities, and a collaborative mindset, with experience working in multicultural environments being highly valued.

Educational Background:
A first-level university degree in a relevant field such as economics, public policies, or development studies is required for this position. This educational background provides the necessary foundation for understanding the complexities of employment policies and the socio-economic factors influencing labor markets.

Experience:
The position requires a minimum of two years of professional experience at the national level in areas related to employment policy and employment creation programs. Experience in project implementation, monitoring, and evaluation is essential. Candidates with prior engagement in UN and ILO projects will be given special consideration, as familiarity with the ILO and the United Nations system is advantageous. Experience working with government officials and labor organizations is also beneficial.

Languages:
Excellent knowledge of Ukrainian and English, both oral and written, is mandatory for this position. Proficiency in these languages is crucial for effective communication with stakeholders and for the preparation of reports and documentation.

The contract for this position is fixed-term for one year, starting in April 2026, with the possibility of extension based on various factors such as funding availability and performance.
