Job Overview:
The Technical Officer for Noncommunicable Diseases (NCDs) will play a pivotal role in providing technical assistance and coordination support to national authorities and stakeholders in Ukraine. The primary focus will be on the prevention and control of NCDs, particularly addressing behavioral risk factors such as tobacco use, unhealthy diets, alcohol consumption, and limited physical activity. The officer will work to align national legislation with EU regulations and WHO guidelines, ensuring effective implementation of interventions aimed at reducing NCDs. This position requires collaboration with the Ministry of Health (MOH) and other public agencies to develop and implement training programs, policy dialogues, and capacity-building activities. The officer will also be responsible for documenting program experiences and successes, providing technical support for NCD surveillance, and facilitating stakeholder coordination in NCD prevention efforts.

Duties and Responsibilities:
  • Provide technical assistance and coordination support to national authorities in the prevention and control of NCDs, focusing on behavioral risk factors.
  • Support the MOH in updating guidelines and regulations to align with national legislation.
  • Conduct training needs assessments and organize capacity-building activities for public agencies.
  • Coordinate joint actions with MOH, including working groups and policy dialogues.
  • Document program experiences and successes for future reference.
  • Assist in implementing WHO standardized NCD surveillance tools and improve epidemiological data.
  • Support tobacco control initiatives and promote commitments under the WHO Framework Convention on Tobacco Control.
  • Aid in developing policies for the elimination of trans fats and promoting healthy nutrition.
  • Assist in creating a package for reducing salt and sugar consumption. 1
  • Promote physical activity and reduce sedentary behavior among the population. 1
  • Collaborate with stakeholders to develop behavioral change campaigns. 1
  • Facilitate information flow between MOH and other institutions regarding NCD activities. 1
  • Prepare missions for WHO staff and consultants, monitoring their recommendations. 1
  • Provide regular updates and reports to WHO Country and Regional Offices. 1
  • Coordinate with partners and stakeholders in NCD prevention. 1
  • Explore fundraising opportunities for NCD risk factors. 1
  • Support cross-divisional activities as needed. 1
  • Assist in other areas of the Country Office and Regional Office as required.

Required Qualifications:
Essential qualifications include a university degree in medicine, public health, law, or a related field. Desirable qualifications include a postgraduate degree (Master's) in one of the aforementioned areas, postgraduate training in NCD risk factors programs, and a PhD in medicine, public health, or law. Candidates should possess in-depth knowledge of NCD prevention and control, WHO guidelines, and national health legislation. Excellent computer skills and emotional intelligence are also essential.

Educational Background:
Candidates must have a university degree in a relevant field such as medicine, public health, or law. A postgraduate degree is desirable, and additional training in NCD risk factors programs is preferred. A PhD in a related area is also considered an asset.

Experience:
Candidates should have at least two years of professional experience in the area of NCDs, particularly in working with national legislation and regulations related to NCD risk factors. Relevant experience in public health and with WHO or other international organizations is desirable.

Languages:
Essential languages include expert knowledge of English and Ukrainian. Intermediate knowledge of any other UN languages is considered desirable.

Additional Notes:
This position is a National Professional Officer role, meaning only applications from Ukrainian nationals will be accepted. The remuneration package includes an annual base salary starting at USD 38,776, subject to deductions for pension contributions and health insurance. Employees are entitled to 30 days of annual leave. The position may involve a written test or video assessment as part of the screening process. Candidates must provide proof of their educational qualifications from accredited institutions.
