Job Overview: The National Professional Officer (Gender, Equity and Human Rights) position at the WHO Country Office in Ukraine focuses on providing technical support and coordination for the implementation of gender, equity, and human rights (GER) and gender-based violence (GBV) interventions. The incumbent will work closely with national authorities, the UN Gender Thematic Group, and various stakeholders to enhance collaboration and strategic partnerships. The role involves updating guidelines, developing workplans, conducting analyses, and preparing communication materials related to GER and GBV. The officer will also support the integration of GBV prevention and response into essential health services, particularly for conflict-affected populations, and develop training courses for capacity building. This position is crucial for ensuring that health policies and programs in Ukraine are inclusive and responsive to the needs of all citizens, particularly marginalized groups.
Duties and Responsibilities:
Provide support to the WHO Country Office on gender, equity, human rights, and GBV in coordination with relevant stakeholders.
Update and adapt GER and GBV guidelines and materials to the national context.
Develop a country workplan for GER and GBV mainstreaming.
Conduct analysis of sex- and age-disaggregated data and GBV risk assessments.
Prepare communication materials for WHO's role in GER and GBV.
Support the integration of GBV prevention and response into essential health services.
Develop training courses for WHO staff and national health authorities.
Coordinate missions for WHO staff and external consultants.
Prepare regular reports summarizing progress and challenges related to GER and GBV. 1
Explore fundraising opportunities and contribute to proposal development. 1
Assist in other tasks as requested by the WHO Representative and Public Health Officer.
Required Qualifications: Essential qualifications include a first-level university degree in communication, social policy, healthcare, health policy, public management, economics, demography, public health, or a related field. Desirable qualifications include a Master's degree in one of these fields. Candidates must have a minimum of 2 years of experience in health and/or social sectors, including public sector experience, with proven abilities in report writing and policy analysis. Relevant work experience with international institutions in GBV and GER policy advice is also desirable.
Educational Background: Candidates must possess at least a first-level university degree in a relevant field such as communication, social policy, healthcare, health policy, public management, economics, demography, or public health. A Master's degree in these areas is considered an asset and enhances the candidate's profile.
Experience: The position requires a minimum of 2 years of relevant experience in health and/or social sectors, particularly in public sector roles. Candidates should demonstrate a proven ability to write reports, review policies, and analyze policy documents. Experience with international organizations, especially in the context of GBV and GER, is highly desirable, as is familiarity with WHO or UN operations.
Languages: Essential languages include expert knowledge of English and Ukrainian. Intermediate knowledge of any other UN language is considered desirable, enhancing the candidate's ability to communicate in a diverse environment.
Additional Notes: This is a National Professional Officer position, meaning only applications from nationals of Ukraine will be accepted. The position offers an annual base salary starting at USD 38,776, with mandatory deductions for pension contributions and health insurance. The role includes 30 days of annual leave.
