Job Overview: The Human Resources Officer position at NRC is crucial for the effective implementation of HR and administrative responsibilities within the newly established Area Office in Kharkiv. This role will involve managing various HR functions such as talent acquisition, performance management, and operational HR activities. The position holder will be responsible for ensuring compliance with NRC policies and guidelines while also promoting a positive work environment. The HR Officer will play a key role in supporting the recruitment process, onboarding new staff, and maintaining accurate employee records. This position is set to start in February 2026, and candidates must have the legal right to work in Ukraine, as NRC is unable to provide work permits or visa sponsorships.
Duties and Responsibilities: The Human Resources Officer will have a range of duties and responsibilities, including but not limited to: ensuring adherence to NRC policies and guidelines; implementing the HR and Administration function portfolio according to the action plan; preparing and developing status reports for management; maintaining proper filing of documents; promoting ideas for improving support functions; supporting recruitment processes for staff at various grades; updating staff records and ensuring compliance with data protection obligations; rolling out NRC’s Induction package for new staff; maintaining accurate data in the HR database; managing the hiring and resignation processes; acting as the first point of contact for employee inquiries; supporting capacity-building plans; managing staff leave and absences; and ensuring that NRC premises are equipped and secured according to organizational standards.
Required Qualifications: Candidates for the Human Resources Officer position must possess a Bachelor’s degree in human resources, Business Administration, or a related field. They should have documented results related to the responsibilities of the position and previous experience working in complex and volatile contexts. A minimum of 2 to 3 years of experience in the Human Resources function, specifically in recruitment, personnel management, and operational activities, is required. Additionally, candidates should demonstrate hands-on experience with MS Office applications and a proven history of compliance with standard operating procedures and regulations.
Educational Background: The educational background required for this position includes a Bachelor’s degree in human resources, Business Administration, or any other related field. This educational foundation is essential for understanding the principles and practices of human resource management, as well as the operational aspects of HR functions within a humanitarian context.
Experience: The ideal candidate should have 2 to 3 years of relevant experience in the Human Resources field, particularly in recruitment, personnel management, and operational HR activities. Experience working in complex and volatile contexts is highly valued, as it demonstrates the ability to navigate challenging environments and adapt to changing circumstances.
Languages: Fluency in Ukrainian and Russian is required for this position, as effective communication with local staff and stakeholders is essential. Additionally, a working knowledge of English, both written and verbal, is beneficial for interacting with international colleagues and accessing global resources.
