In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment: > Division for the Advancement of Women (DAW) > International Research and Training Institute for the Advancement of Women (INSTRAW) > Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI) > United Nations Development Fund for Women (UNIFEM) The main roles of UN Women are: > To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms. > To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society. > To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

In Afghanistan, UN Women focuses on four thematic areas: Governance and Participation, Ending Violence Against Women, Women Economic Empowerment, and Women Peace and Security (WPS). The organization aims to catalyze the UN system and support Afghanistan in delivering on the women, peace, and security agenda, enhancing capacities and opportunities for gender equality advocates to participate in peace processes at all levels.

Job Overview:
The WPS Analyst position is integral to UN Women Afghanistan's operations, specifically focusing on the Women Peace and Security agenda. The role involves supporting engagement with civil society and government counterparts, coordinating and monitoring UN Women interventions implemented through civil society organizations and selected government institutions. The WPS Analyst will work under the guidance of the Country Representative and Deputy Representative, reporting directly to the Head of the WPS Thematic Area. The position requires a strong commitment to gender equality and women's empowerment, ensuring that women are represented and meaningfully participate in all peace and security processes, including formal and informal peace negotiations. The WPS Analyst will also contribute to the effective implementation of HR strategies and policies, ensuring compliance with UN Women rules and regulations, and promoting a professional and supportive workplace environment.

Duties and Responsibilities:
  • Administration and implementation of HR strategies and policies in compliance with UN Women rules and regulations, providing standard information to staff, advising on guidelines for temporary personnel, and managing operational requirements.
  • Provision of HR administrative and logistical services, including processing correspondence, maintaining files, monitoring deadlines, and managing payroll and benefits.
  • Facilitation and coordination of recruitment processes, drafting job descriptions, screening candidates, and preparing recruitment recommendations.
  • Coordination of staff performance management and learning and development, monitoring compliance with performance appraisals, and facilitating the preparation of learning plans.
  • Maintenance of HR data, ensuring confidentiality and security, generating reports, and participating in local salary surveys.
  • Facilitation of knowledge building and sharing globally, organizing training courses and workshops, and liaising with HR headquarters.

Required Qualifications:
Candidates must possess a strong understanding of HR strategies and policies, with the ability to interpret processes and procedures effectively. They should have excellent communication skills, both written and verbal, and be able to provide advice and support to staff on HR matters. The role requires strong organizational skills, attention to detail, and the ability to manage multiple tasks simultaneously. Candidates should also demonstrate adaptability and flexibility in a challenging work environment, with a commitment to gender equality and women's empowerment.

Educational Background:
A bachelor's degree in human resources, business administration, social sciences, or a related field is required. A master's degree in a relevant area is an asset. Candidates should have a solid understanding of HR principles and practices, as well as knowledge of UN Women policies and guidelines.

Experience:
Candidates should have at least 2 years of relevant experience in human resources management, administration, or a related field. Experience in the UN system or international organizations is highly desirable. The role requires a proven track record of managing HR processes, including recruitment, performance management, and data management.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of local languages, such as Dari or Pashto, is an asset and would be considered advantageous for the role.
