Job Overview:
The Assistant Technical Officer (ATO), Primary Health Care (PHC) will play a crucial role in addressing the health needs of a vulnerable population in Northeast Nigeria. The ATO will be responsible for triaging, examining, diagnosing, and treating patients requiring primary health care services. This position requires a strong commitment to providing high-quality patient care and the ability to work effectively within a multidisciplinary team. The ATO will also be involved in health education, outreach programs, and maintaining accurate patient records. The role demands a proactive approach to staying informed about current developments in clinical management and integrated medical services, ensuring that the highest standards of care are delivered to patients.

Duties and Responsibilities:
The ATO will work collaboratively with a team of international and national staff to provide comprehensive health care services. Key responsibilities include:
  • Conducting accurate diagnosis, treatment, and management of patients in a primary health care setting.
  • Assessing patients and referring them for specialized health care as necessary.
  • Participating in the delivery of quality health care and adhering to relevant codes of conduct and ethics.
  • Engaging in outreach and community health programs as required.
  • Providing health education to patients and their families.
  • Maintaining detailed and accurate records of patient care, including consumables and instruments utilized.
  • Collaborating with technical and monitoring & evaluation teams to collect baseline data for project implementation.
  • Staying updated on current programs and literature related to clinical management and integrated medical services.
  • Compiling and submitting periodic reports on patient care and health outcomes. 1
  • Ensuring infection prevention and control standards are upheld at all times. 1
  • Participating in continuing professional development activities such as training and mentoring. 1
  • Performing any other duties as assigned by the supervisor.

Required Qualifications:
Candidates must possess an MB.BS, MD, or equivalent medical degree, along with a valid practicing license. A minimum of 1-3 years of relevant post-NYSC experience in emergency and constrained settings is required, with experience in international non-governmental organizations (INGOs) being highly desirable. Familiarity with Nigerian public sector health systems, NGOs, and community-based organizations (CBOs) is also preferred. Previous experience working in a humanitarian crisis context is a significant advantage. Candidates should demonstrate a strong commitment to safeguarding principles and practices.

Educational Background:
The educational requirement for this position includes a medical degree (MB.BS, MD, or equivalent) from a recognized institution. Candidates must also have completed their National Youth Service Corps (NYSC) program and possess a valid practicing license to operate as a medical professional in Nigeria.

Experience:
The ideal candidate should have 1-3 years of relevant clinical experience, particularly in emergency and constrained settings. Experience working with international non-governmental organizations (INGOs) is highly desirable, as is familiarity with the Nigerian health system and previous involvement in humanitarian crisis response. The candidate should be able to demonstrate the ability to manage high volumes of work under tight deadlines and possess a strong understanding of the challenges faced in providing health care in such contexts.

Languages:
Proficiency in written and spoken English is mandatory, as well as fluency in Hausa, which is considered a valuable asset for effective communication with patients and community members. Knowledge of additional local languages may also be beneficial in enhancing patient interactions and outreach efforts.

Additional Notes:
This position is based in Ngala, Borno State, Nigeria, and may require travel up to 25% of the time.
