Job Overview: The ET Consultant position within the World Bank's Digital Transformation Vertical Vice Presidency is a critical role aimed at supporting the organization's mission to establish a robust digital economy. This position focuses on enhancing digital and data infrastructure, ensuring cybersecurity, and advancing digital government services. The selected consultant will work within the Connectivity and Data Infrastructure unit, which is pivotal in helping client countries build the foundational infrastructure necessary for thriving digital economies. The role involves conducting in-depth analyses on broadband access and affordability, as well as providing insights into datacenters and cloud services. The consultant will be expected to develop knowledge materials, support client engagement, and contribute to strategic documents that align with the World Bank's broader goals of digital transformation and inclusion.
Duties and Responsibilities: The primary duties and responsibilities of the ET Consultant include:
Developing and curating global knowledge and advocacy materials focused on broadband access and affordability, particularly concerning taxation related to the mobile sector and device affordability.
Supporting client engagement through the development and execution of broadband sector diagnostics, including geospatial mapping of broadband infrastructure.
Conducting analyses of device affordability barriers and collaborating with teams to design effective solutions.
Performing data-driven economic analyses related to broadband connectivity, including impact modeling of policy reforms and market interventions.
Contributing to corporate priorities by preparing strategic documents, events, and briefing materials related to broadband access and affordability and datacenters/cloud services.
Required Qualifications: Candidates must possess a Master’s degree in engineering, economics, public policy, technology, business administration, international development, or a related field. A minimum of 5 years of relevant experience is required, particularly in economic analysis and research, as well as data science. Proven expertise in telecoms and broadband infrastructure development or policy, especially regarding taxation and device affordability, is essential. Candidates should demonstrate excellent analytical, writing, and editing skills in English, with the ability to communicate persuasively. Familiarity with quantitative and qualitative research methods, particularly econometric methods, is necessary, along with proficiency in Stata and/or Python. Experience with other statistical and programming software is advantageous.
Educational Background: The educational background required for this position includes a Master’s degree in a relevant field such as engineering, economics, public policy, technology, business administration, or international development. This advanced education is crucial for understanding the complexities of digital infrastructure and economic analysis.
Experience: The position requires a minimum of 5 years of relevant experience, which should include a strong background in economic analysis and research, as well as data science. Candidates should have a proven track record in the field of telecoms and broadband infrastructure development or policy, particularly in areas related to taxation and device affordability.
Languages: The mandatory language for this position is English, with excellent proficiency required for effective communication. While not mandatory, familiarity with additional languages may be considered an asset, particularly in enhancing communication with diverse stakeholders.
Additional Notes: This position is a local recruitment role with a term duration of one year, which may be renewable at the discretion of the World Bank Group. The selected candidate will be subject to a lifetime maximum ET appointment of three years. It is important to note that if an ET appointment ends before a full year, it will still count as a full year toward the lifetime maximum.
