Job Overview:
The Senior Digital Specialist position is situated within the Digital Global Practice of the World Bank, which is a Vice-presidency focused on leveraging digital technologies to achieve the World Bank’s goals of ending poverty and promoting shared prosperity. The Digital Global Practice plays a crucial role in helping countries harness the potential of digital technologies to transform their economies and improve the lives of their citizens. The Senior Digital Specialist will primarily support initiatives in Central America and the Caribbean, while also addressing needs in other Latin American and Caribbean countries as they arise. The role involves leading missions, supervising major projects, and engaging with clients at high levels to develop and implement digital strategies that foster economic growth and innovation. The position requires a deep understanding of digital infrastructure, regulatory environments, and the ability to provide strategic advice to clients on building robust digital economies.

Duties and Responsibilities:
The Senior Digital Specialist will have a wide range of responsibilities, including but not limited to: leading missions and supervising significant projects in the digital sector; interacting with clients at policy and senior management levels; organizing and managing policy notes on digital development; designing and supervising World Bank Group financed digital investments and policy reform programs; advising clients on strategies and best practices for developing their digital economies; participating in complex technical assistance activities; developing innovative approaches to address policy and operational challenges; generating high-quality thought leadership products; resolving complex technical and institutional challenges; providing specialized technical expertise on digital governance and emerging technologies; liaising with colleagues across sectors to leverage digital technologies; contributing to policy dialogue with senior officials; working independently while collaborating with team members; mentoring junior staff; representing the Digital Unit at various forums; and conducting business development activities to enhance the Digital Transformation portfolio.

Required Qualifications:
Candidates must possess a Master's or PhD degree in relevant fields such as economics, public policy, private sector development, technology, or telecom engineering. They should have at least 8 years of relevant experience in progressively complex roles, ideally with experience leading telecom operators, digital consultancies, or digital authorities. Strong operational skills, leadership abilities, and a proven track record of managing multi-location and virtual teams are essential. Candidates should demonstrate experience working across sectors and institutional boundaries, with the ability to influence policy dialogue on digital transformation. Strong written and oral communication skills in both English and Spanish are required, along with the ability to engage with stakeholders effectively.

Educational Background:
The educational background required for this position includes a Master's or PhD degree in fields such as economics, public policy, private sector development, technology, telecom engineering, or other relevant disciplines. This advanced education is crucial for understanding the complexities of digital development and the economic implications of digital technologies.

Experience:
The position requires a minimum of 8 years of relevant experience, with a focus on roles that involve increasing complexity and responsibility. Candidates with experience leading telecom operators, digital consultancies, or working within digital authorities or ministries will have a distinct advantage. The ability to lead complex policy dialogues and manage diverse teams is essential for success in this role.

Languages:
Proficiency in English and Spanish is mandatory for this position, as these languages are essential for effective communication with clients and stakeholders. Additionally, the ability to interact with clients in French and Portuguese is considered advantageous, enhancing the candidate's ability to engage with a broader range of partners and clients in the Latin America and Caribbean region.
