Job Overview: The Procurement Officer position in Kharkiv is a critical role within the Norwegian Refugee Council's North-East Ukraine operations. The primary function of this position is to manage the procurement processes necessary for the successful implementation of project activities in the region. The Procurement Officer will work under the guidance of the LogisticsCoordinator and will be responsible for ensuring that all procurement activities adhere to NRC policies, donor requirements, and local legislation. This role is essential for supporting the organization's mission to provide timely and effective assistance to those in need, particularly in the context of the ongoing humanitarian crisis in Ukraine. The successful candidate will be expected to contribute to the development of logistics as a support service within NRC Ukraine, ensuring that procurement processes are efficient, transparent, and accountable. The planned start date for this position is February 2026, and it is open to candidates who have the legal right to work in Ukraine.
Duties and Responsibilities: The Procurement Officer will have a comprehensive set of responsibilities that include: ensuring adherence to NRC policies and guidelines; implementing delegated logistic functions according to the Plan of Action; conducting daily operational procurement activities; supporting resource administration to achieve deliverables within set budgets and timelines; preparing and developing procurement reports as required; supporting the development of Standard Operating Procedures (SOPs); ensuring proper filing of procurement documents; promoting ideas for logistics improvement; ensuring compliance with NRC and donor requirements in procurement processes; contributing to the development of logistics as a support service; liaising with the NRC People system; consulting and providing guidance to program and support staff for generating Purchase Requests (PRs); conducting market surveys and providing estimated prices; participating in procurement planning; following up on purchase documentation; attending Tender Committee meetings; actively searching for suppliers and establishing a vendor database; ensuring timely and cost-effective procurement; maintaining the Agresso Procurement form; inputting data into the Agresso procurement system; updating staff on delivery of goods; supporting contract management; conducting analyses and creating reports on procurement activities; and reporting potential fraud cases through established whistleblowing systems.
Required Qualifications: Candidates for the Procurement Officer position must possess a minimum of two years of relevant experience in procurement, particularly within a humanitarian or recovery context. They should have documented results related to the responsibilities of the position, including experience in contract management and participation in tenders. Proficiency in Office software, particularly Word and Excel, is required. Additionally, candidates must have a working knowledge of English, both written and verbal, and be fluent in Ukrainian. Strong negotiation skills and a high commitment to confidentiality are essential for this role.
Educational Background: The educational background required for the Procurement Officer position includes a relevant degree in fields such as business administration, logistics, supply chain management, or a related area. Candidates with additional certifications in procurement or logistics will be considered an asset. The Norwegian Refugee Council is unable to provide work permits or visa sponsorships for this role. The planned start date for the position is February 2026, and the successful candidate will be expected to contribute to the scaling up of NRC's operations in North-East Ukraine as the new Area Office becomes operational.
