The Sustainable Mobility Unit (SMU) is part of UNEP's Industry and Economy Division, which promotes sustainable low and zero emissions transport in low-and-middle-income countries through various projects and programs.

Job Overview:
The Sustainable Mobility and Gender Consultant will play a crucial role in supporting UNEP's efforts to accelerate the transition to zero-emission vehicles, particularly focusing on electric mobility, battery management, and policy upscaling. The consultant will be responsible for implementing a replication project funded by BMZ in one country in Latin America, which involves planning, coordinating with national stakeholders, and ensuring compliance with UNEP and BMZ reporting requirements. Additionally, the consultant will design and deliver a six-part webinar series aimed at sharing insights and lessons learned from BMZ project pilots. The role also includes supporting the organization of a regional thematic accelerator in collaboration with GIZ and local partners, extracting and analyzing data for the Global Gender and E-Mobility Database, and providing technical support for Small Island Developing States (SIDS) meetings on EV battery end-of-life. The consultant will also assist in developing a sub-regional electric mobility strategy for SICA countries and support the electrification of two-and-three wheelers in Latin America. Overall, the consultant will contribute to advancing a gender-transformative and just transition to e-mobility in the region.

Duties and Responsibilities:
  • Lead the implementation of a replication project for BMZ in one country in Latin America on Electric Mobility and Gender, overseeing planning, coordination with stakeholders, and reporting.
  • Develop and deliver a six-part Webinar Series on South-South Learning to highlight insights and replication opportunities from BMZ project pilots.
  • Support the organization of a regional thematic accelerator based on the Industry and Investor Handbook for E-Mobility and Gender, collaborating with GIZ and local partners.
  • Extract and analyze data from the six-country ACCESS project gender analysis reports for integration into the Global Gender and E-Mobility Database, creating visually engaging factsheets.
  • Convene a network and meetings of Small Island Developing States (SIDS) in the Caribbean on EV battery end-of-life, providing technical support.
  • Develop a sub-regional electric mobility strategy for SICA countries, collecting and analyzing country data and policy frameworks.
  • Support the electrification of two-and-three wheelers in LAC and contribute to the Global E2&3-Wheeler Campaign.
  • Provide general support to the Panama project lead, including preparing presentations and logistical arrangements for events and capacity-building activities.

Required Qualifications:
  • An advanced university degree (master’s or equivalent) in gender studies, sustainable transport, digitalization, urban planning, or related fields. A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
  • At least 5 years of experience in sustainable transport, electric mobility, and/or gender is required.
  • Proven expertise in sustainable transport projects within Latin America and the Caribbean is essential.
  • A solid understanding of electric mobility technologies, trends, and policy frameworks is required.
  • Excellent skills in stakeholder engagement, technical writing, and effective communication are necessary.
  • Proven technical writing, analytical, presentation, and communication skills are desirable.
  • Prior experience in an international organization or government agency is desirable.
  • Strong knowledge of gender mainstreaming in development and transport contexts is desirable.
  • Familiarity with national and international development frameworks, including experience with donor-funded projects, is desirable.

Educational Background:
An advanced university degree (master’s or equivalent) in gender studies, sustainable transport, digitalization, urban planning, or related fields is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
The position requires at least 5 years of experience working on sustainable transport, electric mobility, and/or gender. Proven expertise in sustainable transport projects specifically within Latin America and the Caribbean is essential, along with a solid understanding of electric mobility technologies and policy frameworks.

Languages:
Fluency in oral and written English and Spanish is required for this position. Knowledge of French is also beneficial, as English and French are the official languages of the United Nations Secretariat.

Additional Notes:
The expected duration of the consultancy is 8 months. The position is based in UNEP's Panama City Office, and the consultant will provide broader regional support to strengthen UNEP's capacity in the region.
