Job Overview: The Energy Specialist position at the World Bank involves working on investment projects, analytical work, and providing policy guidance across various countries in Sub-Saharan Africa, with a specific focus on Kenya. The selected candidate will be expected to co-lead the design and implementation of ongoing and future World Bank support in the energy sector, particularly in the context of the Accelerating Sustainable and Clean Energy Access Transformation (ASCENT) Program. This ambitious multi-billion program aims to provide clean energy access to 100 million people across up to 20 countries in Eastern and Southern Africa. The role requires staying updated with developments in the energy sector, participating in analytical and strategic work, and contributing to policy dialogue on energy issues. The Energy Specialist will also coordinate with government counterparts and consultants, provide high-quality research and analytical support, and ensure the integration of energy development aspects into core Bank products.
Duties and Responsibilities: The Energy Specialist will have a comprehensive set of responsibilities, including: preparing, appraising, negotiating, and supervising energy projects as part of project teams; staying informed about relevant developments in the energy sector; initiating and participating in analytical and strategic work related to energy in East Africa and Kenya; supporting the unit’s analytical agenda on improving energy access and services; coordinating with government counterparts and consultants; drafting policy notes related to energy; contributing to policy dialogue and interactions with clients and partners; ensuring integration of energy development aspects in core Bank products; collaborating with other donors and partners; engaging with private sector representatives to identify collaboration opportunities; drafting project documents and reports; and supporting the preparation and follow-up of official missions.
Required Qualifications: Candidates must possess a Master's degree in engineering, energy planning/economics, sustainable energy, business administration, or equivalent areas relevant to energy sector development. Additionally, at least 5 years of experience in the energy sector is required, which may include work with the World Bank, other international institutions, government agencies, or power sector utilities. A strong understanding of energy policies, regulations, technologies, and strategies is essential, along with experience in energy access and sector reforms, particularly in Sub-Saharan Africa. Familiarity with off-grid energy solutions and experience in lending and non-lending operations within the World Bank or other International Financial Institutions (IFIs) is desirable. Candidates should also demonstrate strategic thinking, independent working capabilities, and the ability to manage complex projects effectively.
Educational Background: The educational background required for this position includes a Master's degree in relevant fields such as engineering, energy planning/economics, sustainable energy, or business administration. This advanced education is crucial for understanding the complexities of energy sector development and for effectively contributing to the World Bank's initiatives in this area.
Experience: The position requires a minimum of 5 years of relevant experience in the energy sector, which can be gained through roles in international institutions, government agencies, or power sector utilities. Candidates should have a proven track record of strong performance and a deep understanding of energy policies, regulations, and technologies, particularly in the context of Sub-Saharan Africa.
